About the Position: This position is located at the Rock Island Arsenal, Rock Island, Illinois. This position will be filled on a permanent basis.

Duties

Serve as a senior accountant responsible for maintaining an accounting program and providing relevant and timely managerial accounting support for customers in the area of responsibility systems. Lead or conduct complex studies and analyses of accounting operations and furnishes accounting and financial statements, reports, and other accounting information. Serve as a senior accountant responsible for the planning, design, revision, implementation, and maintenance of an entire system or major portions of a complex financial accounting system. Apply accounting principles, theories, concepts, and practices in new/novel ways to solve problems where no clear precedents exist. Provide proactive and timely coordination of year-end closeout process to Force Command/Department of Finance and Accounting Services (FORSCOM / DFAS) and Army customers in the area of responsibility. Train, advise, and assist financial managers at all levels of the organization on Key Supporting Document (KSD) requirements.

  • Financial Management Certification Level 2 in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management within 2 years of employment.

Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-13: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: (1)Applying accounting theories, program practices, methods and/or techniques to create complex financial reports; (2) Providing advice to senior officials and management on related accounting regulatory requirements; (3) Providing policy interpretation and guidance for implementing fiscal policies; and (4) Recommending solutions to accounting data using regulatory guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Financial Concepts, Policies, and PrinciplesFinancial Management SystemsOral CommunicationProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
