The position is organizationally known as a Criminal Investigator and reports to the Chief of Police. The single focus of this position is the investigation of suspected major offenses against Veterans Affairs (VA) patients, visitors and staff and U.S. government property and assets and the potential prosecution of criminals. This position works in a unique VA environment where the continual existence and level of serious crimes.

Duties

Duties include but are not limited to: Investigation's 50% Performs criminal and non-criminal investigative duties with emphasis on white-collar crime. Plans and conducts investigations of alleged violation of Title 18, United States Code, including fraud, bribery, larceny, embezzlement, collusion, conflict of interest, as well as the violations of Title 18 which involve VA/VHA employees. Evaluates complaints and information to determine investigative merit; plans investigative objective, scope, methods, and techniques; gathers, analyzes, and reports on complex financial, observational, and other information in order to establish its evidentiary value and sufficiency. Uses current state of the art information technologies to facilitate the collection, analysis and reporting of results of investigation. Participates in surveillance and electronic monitoring. Makes arrests and carries firearms and non-lethal weapons such as OC spray. The position is directed to plan and conduct investigations relating to alleged or suspected violations of criminal laws by utilizing investigative techniques and by applying the laws of evidence, rules of criminal procedures, and precedent court decisions concerning criminal activities. Gathers information and determines facts/evidence relationships, conducts multiple location surveillance over an extended time. Participates or coordinates surveillance activities. The position utilizes an extensive array of standardized, optional, and innovative investigation procedures, techniques, and methods to detect, investigate, and resolve crimes and other activities that are beyond the scope or requirements for solutions associated with standard patrol assignments. In conjunction with other agencies, requests, justifies, and obtains search warrants. Ensures 902 authorizations are in place to support investigative processes. Collects enough evidence to support a court case against a criminal. Explains to the jury the significance of evidence as it relates to proof that a crime was committed. Uses forensic collection equipment and techniques to identify, preserve, document and collects physical evidence for presentation in legal proceedings. Prepares collected evidence for presentation in legal proceedings. Prepares collected evidence for submission to approved forensic laboratory for examination. External Assignments 50% The incumbent coordinates and conducts joint investigations relating to alleged or suspected violations of criminal laws with other federal and state agencies such as the FBI, US Marshalls, etc. Investigates violations with other agencies resulting in jurisdictional problems because suspects activities are the concern of other Federal investigative agencies. Participates in conducting more complex and sensitive investigations as an equal team participant or case agent in charge of the investigation. In accordance with a Memorandum of Agreement between OAWP, HRS/OSP and VHA the incumbent will be tasked with conducting investigations of potential criminal allegation(s) received by OAWP, which have been declined by the Office of the Inspector General (OIG), will be transmitted to the VHA Office of the Senior Security Officer for allegations involving employees of Veterans Integrated Service Networks (VISN), VA Medical Centers (VAMCs), and any Veterans Health Administration Central Office Employees who do not occupy the positions of: Under Secretary for Health/Executive-in-Charge, Deputy Under Secretary for Health, Assistant Under Secretary for Health for Operations, Deputy Assistant Under Secretary for Health for Operations, and the Senior Security Officer. The position confers with the U.S. Attorney's office, VA Regional Counsel Office, or other outside law enforcement agencies as appropriate, to dispose of or to proceed with a case. Works with the US Attorney to register informants. The position acts as liaison officer and facilitates the investigations of other Federal, State, and local law enforcement personnel involved in the investigation and disposition of major crimes. The incumbent will be responsible for conducting oversight of the investigative assignments of journeyman level grade Criminal Investigators. The incumbent also is responsible for support in the planning and conducting protective service missions as requested by the Office of Security and Law Enforcement Executive Protection team. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-09 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The work involves the knowledge of extensive investigative laws, regulations, precedents, court decisions, and current instructions concerning the major agency mission, the manufacture and transport of illegal substances, or commodities, etc. Knowledge of investigative techniques and laws of evidence, rules of criminal procedures, and precedent court decisions concerning admissibility of evidence, constitutional rights, search and seizure, and related issues. In order to investigate and prosecute sophisticated, complex, and serious crimes as a Criminal Investigator, the work requires knowledge of the Code of Federal Regulations (CFR), Federal Rules of Criminal Procedures, Federal Sentencing Guidelines, and Federal guidelines on the conduct of criminal investigations. Skill in consolidating ostensibly disparate facts, events and other types of intelligence material and developing information and applying guidelines and techniques for the detection, apprehension, and persecution of persons attempting to violate or circumvent laws. Skill in coordinating intelligence gathering operations and developing specific cases or complaints. Skill in developing continuing sources of information. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Physical Requirements: This position is rigorous and physically demanding, meets the definition of a "Rigorous Position" contained in 5 CFR 842.802, 1) Having direct contact with, and frequently pursuing and detaining, persons who are suspected or convicted of offenses against the criminal laws of the United States. 2) Carrying a firearm and exposure to hazards or danger. 3) Interviewing witnesses, interrogating suspects, and giving Miranda and other rights warnings when appropriate. 4) Working long periods without a break, which may require moderate to arduous physical exertion involving considerable walking, long periods of standing, frequent bending or lifting, and occasional climbing; and, 5) Being on-call 24 hours a day. The incumbent must meet certain physical qualifications and shall maintain a high standard of physical condition, enabling the incumbent to work long and/or irregular hours under adverse conditions. Work Environment: The work environment involves frequent exposure to moderate risk situations, some discomforts, unpleasant working conditions, and adverse weather conditions e.g. hot, cold, dry and wet. Safety or security precautions sometimes are necessary, and the position may have to use appropriate clothing or gear. May be required to work long and irregular hours, on weekends, holidays, or at night, and change shifts and duty hours to conduct extensive criminal investigations.
