Duties

This position is in the Network Employee and Labor Relations Shared Services Unit (ER/LR SSU). The ER/LR SSU includes employee and labor relations, awards, and performance management. Incumbent serves as the primary human resource assistant for the ER/LR and Performance Management section and performs administrative work to support the HR Specialists in these program areas. The HR Assistant (ER/LR) duties includes but is not limited to the following: Performing work involving a variety of special projects or functions that impact all areas in the Employee and Labor Relations Section. Applying Human Resource methods, regulations, principles, or concepts concerning employee relations and labor relations. Providing administrative support on correspondence, reports, and research. Providing assistance to HR Specialists in a variety of functional areas including assembling evidence files and preparing agency files for third-party appeals. Advising employees and supervisors on minor employee problems (assignment conflicts, supervisor/employee conflicts, etc.), and administrative tasks. Providing information and assistance to employees and supervisors based on interpretation on regulations and rules. Receiving and disseminating calls to appropriate office staff. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-06 Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support related to human resources actions; Reviewing correspondence, files, reports, and other documents to ensure compliance, such as appropriate signatures, timeliness, format and content; Conducting regulatory research; Providing technical guidance concerning the administration and control of human resource programs; Communicating factual and procedural information clearly, orally and in writing, while maintaining a high level of customer service; Maintaining files and records and ensuring all documents are in compliance with policies. This experience must be demonstrated in your resume. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 6 months of graduate education. Note: To be creditable, graduate education must be directly related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first three months of graduate education to qualify. GS-07 Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support for an employee relations or labor relations program; Reviewing and preparing correspondence, files, reports and other documents to ensure compliance, such as appropriate signatures, timeliness, format and content; Conducting regulatory research for employee relations or labor relations; Providing technical guidance on a variety of employee relations matters, such as disciplinary actions, grievances and appeals. ; Preparing correspondence, files, reports and other documents required to complete actions related to employee relations or labor relations; Communicating factual and procedural information clearly, orally and in writing, while maintaining a high level of customer service; Maintaining files and records and ensuring all documents are in compliance with policies. This experience must be demonstrated in your resume. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 year of graduate education. Note: To be creditable, graduate education must be directly related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first six months of graduate education. You will be rated on the following Competencies for this position: ClericalComputer SkillsCustomer ServiceReading Comprehension Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary, with the usual sitting, walking, standing, bending, and carrying light items. Stamina and concentration to meet crucial deadlines are required. Keen hearing and distinct/articulate speech are essential due to the extensive use of the telephone and verbal conservations as a primary means of communication.
