Duties
The U.S. Attorney's Office for the Eastern District of Pennsylvania seeks a highly experienced media professional who will serve as the Public Affairs Specialist and will perform a range of public affairs and community outreach duties that involve the U.S. Attorney's Office. This position will directly support the United States Attorney in both operational and advisory roles and serve as the external representative for the office in all media-related affairs. A preferrable candidate will have requisite experience in large metropolitan media markets servicing a wide array of media outlets.
- Managing promotional campaigns to enhance understanding of the United States Attorney's Office initiatives and presenting to audiences with little knowledge, opposing points of view, or erroneous understanding of the Office's policies, activities, priorities, and programs.
- Speech writer for the United States Attorney.
- Executive-level support of the United States Attorney and other personnel in preparing for media and business interviews.
- Developing and maintaining effective working relationships with print and broadcast media representatives, professional associations, community, and law enforcement organizations and providing their representatives with accurate and timely explanations of the United States Attorney's Office programs, policies, and activities.
- Preparing magazine and newspaper articles, brochures, news releases, videos and public service announcements, booklets, etc., for publication and dissemination.
- Maintaining the Office's internet web page and social media accounts that can be used to share press releases and other information with the public.
- Maintaining the Office's internal bulletins and communications notifying staff about recent or upcoming Office matters of interest.
- Arranging and coordinating for press conferences and media event planning.
- Conducting special events, workshops, and seminars.
- Assisting personnel in other agencies and Departmental components in carrying out community relations activities.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS 13: To be eligible at the GS 13 grade level, you must meet one full year of specialized experience at the GS-12 grade level.Specialized Experience is defined as performing the following types of duties: developing news releases, fact sheets, talking points, and related materials for publication in printed media; establishing and maintaining effective working relationships with print and broadcast media; speech writing; managing press events; executive-level support for media and business interviews; and conducting workshops, seminars, and other meetings with various audiences.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
