The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

Develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs. Plan, prepare, and present written and oral briefings to senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs. Perform work in various security specialties (e.g., insider threat, operations security) and resolve major conflicts in policy and program objectives. Analyze strengths and weaknesses of complex security programs, processes, and procedures and develop new strategies for resolving complex problems or improving overall performance. Advise top level agency security and subject-matter experts on new developments and advances in counterintelligence, insider threat, operations security and unauthorized disclosure programs and issues. Assist with the implement USG wide guidance in agency standards, guidelines, or policies for insider threat, operations security and unauthorized disclosure programs. Serve as an expert authority resolving problems or issues concerning several phases of security policy, development and implementation for insider threat, operations security and unauthorized disclosure programs. Cultivate, and maintain productive working relationships with security colleagues, IC, NT-50, and DoD counterparts, and ODNI senior leadership to share information of interest, explain the specifics of security programs and procedures, and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues. Develop and continually expand personal knowledge in area of counterintelligence, expertise insider threat, operations security and unauthorized disclosure programs. Other duties, as assigned

Qualifications

Mandatory Requirements: Extensive knowledge in area of subject matter expertise. Demonstrated interpersonal, organizational, and problem-solving skills, in working with individuals at the highest levels of the IC and government in justifying, defending, negotiating, and resolving significant and controversial issues. Demonstrated ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues. Creative problem-solving skills and initiative in carrying out mission responsibilities. Extensive knowledge of general security administration programs and mastery of insider threat and operations security. Extensive ability to develop and effectively manage a complex security program, assess customer requirements, identify dependencies, and manage and mitigate risks. Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Demonstrated ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on security programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
