DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Pacific Outer Continental Shelf (OCS) Regional Director, Environmental Analysis Section in Camarillo, CA.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Camarillo, CA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".

Writes and reviews quantitative summaries on economic impacts from energy planning and facility operations offshore the US west coast and Hawaii under the National Environmental Policy Act (NEPA). Could include a wide range of topics such as ports, tourism, commercial fisheries.
Writes and reviews qualitative and quantitative summaries on social and environmental justice impacts from energy planning and facility operations offshore the US west coast and Hawaii under the National Environmental Policy Act (NEPA). Could include a wide range of topics such as employment, affected communities, and environmental justice.
Collaborate with other disciplines to examine the effects of BOEM activities on the social, economic, and cultural values California, Oregon, Washington and Hawaii.
Identify, develop, and manage applied social science research for areas of California, Oregon, Washington and Hawaii. Writes statements of work and procurement packages for efforts to fund research and fill gaps in knowledge of economic or environmental and social justice topics.
Keeps current on economic and social science topics. Develops and maintains connections with government, academic, community, and industry sources such as Department of Energy or DNV.
Communicates to non-experts, in internal and in public meeting settings, about current economic factors and trends related to offshore energy. Example of some topics could include community benefits agreements or supply chain factors.

Salary Information: *The salary for the selectee will be adjusted to include locality-based pay entitlements as it pertains to the remote work location.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
Degree:economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

(2) Specialized Experience
In addition to meeting the basic education requirements described above, applicants must have specialized experience and/or directly related education as described below for the grade to which you are applying:
In order to be qualified for this grade level, you must meet either A, B, or C described below:
A. GS-11 Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1.) Do you have at least one year of experience equivalent to at least the GS-09 grade level summarizing economic data?
2.) Do you have at least one year of experience equivalent to at least the GS-079 applying knowledge of economic data collection methodologies and sources?
OR-
B. Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.

C. A Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience totaling a 100% of the experience requirements. Only graduate level education in excess of the first year may be combined with appropriate experience.

3.) Do you have at least one year of experience equivalent to at least the GS-11 grade level writing on technical matters in clear, non-technical language?
GS-13 Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1.) Do you have at least one year of experience equivalent to at least the GS-12 grade level summarizing economic data?
2.) Do you have at least one year of experience equivalent to at least the GS-12 applying knowledge of economic data collection methodologies and sources?
3.) Do you have at least one year of experience equivalent to at least the GS-12 grade level writing on technical matters in clear, non-technical language?
4.) Do you have at least one year of experience equivalent to at least the GS-12 grade level leading and providing valid and accurate economic inputs into multiple decision processes related to natural resource management?
