About the Position: This position is within the Construction Division with Omaha District, U.S Army Corps of Engineers. The position primarily performs construction management and contract administration on a range of vertical and horizontal projects.
Duties
Incumbent performs and/or directs the full range of field construction and engineering functions
Interprets and conforms established policies, regulatory guides, and accepted construction management practices.
Resolves differences of opinions with contractors.
Utilizes extensive knowledge of contracting methods, procedures, monitoring, and documentation, to facilitate the accomplishment of facilities
and infrastructure duties.
Serves as the Lead COR for the office and leads, mentors, trains, and develops other Construction Control Representatives, Engineering Technicians, Project Engineers, and CORs in all facets of construction management and contract administration.
Provides advice and guidance to lower graded surveillance personnel on construction engineering and administrative problems.
Approves contractors construction schedules, safety program, quality control procedures, plant layouts, and road systems; making controlling interpretations of intent of plans and specifications, and final engineering determinations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
- Incumbent is required to travel 25% of the time.
Qualifications
Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, may be made permanent without further competition. If a current, permanent Army employee accepts a temporary assignment with another Army District/Org, return rights are negotiated before the employee is effective in the temporary assignment.
Position may be filled as a temporary appointment NTE 1 year, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.

Specialized Experience: One year of specialized experience which includes: 1.) Managing construction contracts through completion; AND 2.) Inspecting construction projects to ensure compliance with contract specifications; AND 3.) Coordinating construction activities in close partnership with other agencies or groups. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
