This position is located in the Office of Administrative Support, Division of Award and Administrative Services, Billings Area Indian Health Service. The incumbent reports to the Deputy Area Director.

Duties

Establishes area wide goals and objectives each year to monitor and evaluate progress of a wide range of contract specializations. Make decisions on the basic content and character of the contractual strategy for the overall acquisition program. Manages, plans, develops and directs assigned contracting activities in tribally owned, direct Federal, and federally assisted projects within Indian Health Service. Supervises professional, technical and administrative employees who are engaged in various aspects of planning, solicitation, negotiation, award and administration of the numerous complex

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Basic Requirements for GS-13 and Above A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions*, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-14: One year of specialized experience equivalent to GS-13 grade level Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing, supervising, directing, and planning and evaluating a Contracting Department. Giving technical consultation, training, and auditing simplified acquisitions, and government purchase card transactions and agreements. Being responsible for the oversight of a full range of contract functions and actions, specifically the planning, solicitation, negotiation, source selection, award, administration, protests, terminations, and close out of contracts. Being responsible for accounting operations to ensure that obligations and expenditures remain within appropriations, apportionment, and allotment of funds to the programs and/or projects/acquisitions. *FAC-C Certification Requirements Certification requirements include training, education and experience; details can be found on the FAI Website. https://www.fai.gov/certification/fac-c/contracting-fac/fac-c-legacy-cert-reqs FAC-C education requirements correspond to the education requirements for the GS-1102 series. The FAC-C levels correspond to the grade of the position as indicated below: GS-13 and Above (Senior) Level III Certification is Required *P/PM and Core-Plus Specialization Certification Requirements Certification requirements include training and experience, based on essential functional and technical competencies, details can be found on the FAI Website. https://www.fai.gov/certification/fac-ppm/contracting-fac/fac-ppm-certification-requirements Each position that requires the incumbent to officially perform as a P/PM will also require a designated FACP/PM certification level. This designation should correspond to the level of responsibility and expertise of the position occupied and therefore may also correspond to the grade of the position, for example: GS-13 and Above Senior-Level Certification is Required Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
