The incumbent serves as the principle office assistant to the Director of Contracting (DoC), Deputy Director of Contracting (DDoC), and to the staff of the Network Contracting Office (NCO5). The incumbent ensures that the different and varied administrative support functions for which responsible are handled in a manner to enhance the efficiency of the NCO as a whole.
Duties

Prepares correspondence, statistical graphs, logs, reports in final form, ensuring correct punctuation, capitalization, spelling, grammar, and that suspense dates are met.
Determines correct format of typed materials to determine if it is acceptable in accordance with published standards
Maintains smooth flow of oral and written communications Receives calls for the NCO, and answers routine requests and refers phone calls
Assists with travel requirements which may include visits to field facilities, and various sites throughout for staff meetings
Receives significant amounts of incoming department and directives, handbooks, information letters and other official information
Determines appropriate action, including routing to NCO staff for action
Stays abreast of complex rules and regulations governing time and attendance
Assures that all leave is properly accounted for and in accordance with applicable policies and regulations
Gathers, inputs, and organizes data from available information systems from field programs whose data re not captured on established or real-time systems
Provides administrative and technical support to the NCO including meeting planning/videoconference recording and generation of meeting minutes
Assists with confidential and sensitive contracting or personnel matters

This recruitment is for one position with the VHA Regional Procurement Office East, Network Contracting Office 5 (NCO5).
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Proficiency Requirement:
40 words per minute typing speed; Words per minute are based on a 5 minute sample with three or fewer errors.
In addition to meeting experience or education requirements, applicants for these positions must show possession of the skill of 40 words per minute typing speed. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
Selective Placement Factor: In order to successfully perform within this context/work environment, the incumbent must have experience performing timekeeping responsibilities. Must have extensive knowledge of the objectives, functionality, and operation of principal timekeeper for time and attendance.
Selective Factor are knowledge, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of a particular position. You may qualify based on your experience as described below:
Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience responding to multiple routine reports with varying due dates in a timely manner. Experience coordinating the time and location of routine activities (e.g. maintaining file, screening visitors, sorting and/or routing mail, routing telephone calls, ordering supplies as requested). Experience working independently to plan and organize own daily work to ensure timely completion of assignments. Knowledge or training in at least one of the following: Excel, Power Point, and Access. Experience working in a position with procurement or financial responsibilities and use of a company/government credit card.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Administration Principles - Knowledge of administrative principles and techniques of clerical processes with the ability to coordinate and efficiently organize the administrative/clerical procedures and systems of the service.
Works Independently - Ability to work independently in the accomplishment of a wide variety of responsibilities including timekeeping, travel, coordinating and setting multiple priorities, organizing and adjusting workflow and meeting deadlines.
Oral and Written Communication - Ability to communicate orally and in writing in required formats to a wide variety and various levels of professionals and technical support staff to effectively communicate procedures, etc. with tact, diplomacy and sensitivity.
Office Systems - Knowledge and skill using of Internet Explorer, Microsoft Office Programs such as MS Outlook, Word, Excel, Access, and PowerPoint.
Technical Competence- Knowledge of how to perform one's job. Refers to specialized knowledge that is acquired through formal training or extensive on-the-job experience
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires some physical effort such as standing, walking, bending, sitting, and carrying light to moderately heavy computer printouts, books, papers, and files.
