About the Position: Serves as a Federal Wage System (FWS) Supervisor (Lockmaster) at a large navigation lock and dam within the Inland Marine Transportation System (IMTS). As Lockmaster, is responsible for implementation of all site operating and normal maintenance activities involving lock and dam operation and associated buildings, grounds, and equipment operation and maintenance.

Duties

Plan the use of subordinate workers, equipment, facilities and materials on a week-to-week, project-by-project, month-by-month or longer term basis as appropriate. Participate in the initial planning and update of current and future work schedules, fiscal budget needs, staffing needs, project work items based on maintenance observations and etc. Provide technical direction and/or help in accomplishing difficult, new, or substantially changed work steps, processes, methods, procedures and operational sequences as needed. Support, implement and explain management programs such as incentive awards, cost reduction, affirmative action and others to all subordinate site staff. Maintain work reports and records as related to work of site staff. Exercise full regulatory authority in controlling river traffic through the facility. Responsible for the safety of property, personnel and public at the installation/site. Represent the District Engineer in personal contacts and public relationships with representatives of shipping and towing firms, owners, operators, and crews of commercial and private vessels. Maintain surveillance of the pool with particular regard to construction activities, erosion, possible water contaminants and navigation hazards.

  • Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing.
  • Incumbents are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • Incumbent may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
  • This position requires a pre-employment physical.
  • Applicants for promotion or placement into a job having greater promotion potential than their current job (or one previously held) must have a rating of Fully Successful or higher on their most recent annual performance appraisal.
  • One-year supervisory probation may be required.
  • Incumbent may also be required to have a valid state drivers license based on job-related, site- specific requirements.

Ability to perform the most difficult and complex tasks in shops such as distributing and balancing the daily workload of the Lock and Dam Equipment Mechanics and Lock and Dam Operators at a navigation lock and dam facility. Ensure the facility is operated and maintained in the most efficient and safest manner to prove uninterrupted, reliable service to the commercial towing industry. Assure timely accomplishment of assigned work and see that employees have enough work to keep busy. Keep up with progress of work and make adjustments in accordance with established priorities. Spot check and/or review completed work to guarantee satisfactory and amend or reject work that does not meet established standards. - Failure to meet this Screen Out Element will result in an ineligible rating. Routinely lifts and carries items weighing up to 45 lbs. or greater. Uses coordination of eyes, hands, legs and body in installing, repairing, or testing equipment in confined spaces such as manholes, enclosed switchgear structures, or on overhead structures; climbs ladders and poles. Machinery on high lift structures is large and requires the skills of a heavy construction mechanic to effect repair or replacement. Working Conditions: Work is performed inside and outside during the day and at night, as required by emergencies, on high structures over water that is frequently turbulent, in the proximity of moving machinery and high-tension electrical wires, and on scaffolds or slings. Occasionally, works behind bulkhead or in tunnels below water level. Is subject to falls, drowning, electrical shocks, injury and discomfort, exposure to moving equipment, machinery, loud noises, inclement weather, and dangerous icy conditions. Uses safety equipment such as life vest, protective hearing devices, hard hat, hard-toe shoes, respirators, and protective clothing.
