This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Critical Hiring Needs to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent may be selected at the GS 7/9/11 grade level for this position. Incumbent will serve as the visual information specialist for the locally assigned site performing specialized visual information tasks.

Duties

Receives project assignments and ensures that project schedules are maintained, and all milestones are met Works with customers, subject matter experts, and authors to determine themes and purpose of project factoring in the product goals and the background of the target audience. Responsible for providing AV support at the local site they reside including equipment set up and dismantling for events. Selects appropriate, graphic, illustration, photographic and video techniques or any combination to be assembled into visual products Knowledge and skill in the use of art media, creative technologies, materials, and reproduction processes in order to review, analyze, advise and execute work assignments Plans and designs visual information material including printed publications, multimedia, video, photography, exhibits, logos, signs, and certificates etc. of potentially classified information. Follows all guidance and regulations pertaining to property accountability to ensure property inventory is completed within assigned timeframes. Performs front-end analysis of all work assigned and will follow established procedures and guidelines while applying knowledge and artistic abilities.

GS-07 Specialized Experience: One year of specialized experience which includes: (1) applying knowledge of oral and written communication and basic visual information concepts, principles, methods, and techniques to help plan, coordinate, and conduct public affairs activities. (2) Using a working knowledge of the organization's operations and functions sufficient to communicate accurate information. (3) Presenting oral, written, and visual information in a logical, clear, and concise manner to audiences with different levels of understanding. (4) Gathering and analyzing basic facts, information, and data to arrive at valid conclusions and apply established rules and procedures to offer meaningful recommendations. (5) Establishing and maintaining effective working relationships with people sharing similar goals and interests in attaining mutually positive results. (6) Daily office administrative and automation for exemplary service for internal and external customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes 1.) providing graphics and visual products for technical and non-technical publications and presentations for the serviced organizations and solving design problems, 2.)Assist in taking photographs, illustrating or creating custom original artwork to supplement available graphic resources if required photographs or graphics are not available. and 3.)Assist in reviewing proposed layouts with supervisor, and/or customer for approval. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes 1.)Preparing final designs and completes arrangements for printing or electronic reproduction and furnishes completed product to customer. 2.) Performing the full process of post-production editing to include capturing media into a digital format, incorporating video footage into segmented clips, working with various audio and video tracks simultaneously, using various digital 2D and 3D transitions and rendering video output into analog (digital tape) or digital formats. and 3.) Following all guidance and regulations pertaining to property accountability to ensure property inventory is completed within assigned timeframes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
