This position is part of the Education Facilities, Bureau of Indian Education. As a Facility Operations Specialist you will be responsible for maintaining and providing technical support in managing the Maximo database of work orders of maintenance and rehabilitation projects of school facilities.

Duties

As a Facility Operations Specialist GS-1640-7/9, your typical work assignments may include the following under supervision: Assist or lead a project in repair and maintenance, renovation; conversion, or modernization of existing Bureau of Indian Education schools or tribally owned facilities. Manage the Maximo database of work orders and maintenance and rehabilitation projects. Provide technical assistance in entering work orders, review data entered in Maximo and provide quality check review of entries. Perform periodic onsite inspections and evaluations of physical facilities to determine actual condition, functional adequacy and code compliance, including safety, health, handicap, energy conservation and environment; and examines existing facilities, utilities and site for renovation, reuse, or functional modifications. Assist in analyzing and evaluating the condition of facility components, help oversee technical work involving the performance and design of architectural building systems, civil engineering design and maintenance of site improvements including roads, water, sewer, and electrical services.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. MINIMUM QUALIFICATION REQUIREMENTS: GS-7: One (1) year of specialized experience equivalent to at least the GS-5 level in the Federal service that includes: Determine facility, grounds, or equipment overhaul, maintenance, restoration, or repair needs; Schedule the sequence of operations; Direct assembly of materials; Experience with computers and database programs to monitor and track program requirements. -OR- Successfully completed one (1) full year of appropriate graduate level education (18 semester hours, 27 quarter hours or equivalent) in a field of study directly related to the work of this position. Acceptable fields of graduate coursework may include: Engineering, Industrial Arts, Property Management, or Business Administration. -OR- A combination of graduate level education as defined above and specialized experience when combined together meets 100% of the total requirements for the position. -OR- Superior Academic Achievement and is based on one of the following: (1) Class standing - applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; or (2) Grade-point average (G.P.A.)-Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a national scholastic honor society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. GS-9: One (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service that includes: Prepare statement of work and serve as the contractor representative to ensure compliance with contracts; Draft instructions and step-by-step procedures for operation, maintenance, and modification of assigned equipment; Determine facility, grounds, or equipment overhaul, maintenance, restoration, or repair needs; Evaluate compliance with safety and occupational health criterial applicable to elevators, storage of toxic and flammable materials, radon gas, water quality in facilities, ventilation, tire protection equipment, electrical, water and utilities, disposal of waste materials, irrigation ditches, and/or underground storage tank regulations; Experience with computers and database programs to monitor and track program requirements. -OR- A master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Acceptable fields of graduate coursework may include: Engineering, Industrial Arts, Property Management, or Business Administration. -OR- A combination of graduate level education beyond the first year of progressive graduate study and specialized experience when combined together meets 100% of the total requirements for the position. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required unless you are substituting your education to meet the Minimum Qualification Requirements.
