The primary purpose of this position is to serve as a traffic/information controller, ensuring coordination and documentation requirements are met to ensure timely completion of all cargo and passenger loading/offloading, and ground servicing activities.

Duties

As a traffic/information controller, works on a shift in the 24-hour/7-days-a-week operation of the Air Terminal Operations Center's (ATOC) information control function. Plans and coordinates activities involving the processing of cargo and passenger records originating and transiting through the Aerial Port. Performs ramp coordinator duties, and closely monitors SOEs and all aerial port ground handling operations, maintaining constant communication with the ATOC. Prepares and submits Monthly Station Traffic Handing Report (RCS): AMC/DOZM (M&Q) 7107 report. Performs duties as a file/records technician and maintains local databases, spreadsheets, and word processing files used for vital data collection.

  • Position is subject to shift rotation and uncommon tour of duty and exposure to prevailing or inclement weather conditions.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test. (Category III, Type II AFI 90-508).
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver?s license is required for the position and must be able to pass a flight line test.
  • Must obtain Explosive Handler qualifications within 6 months of assignment. Must recertify as an Explosive Handler IAW published guidelines and instructions.
  • Must be proficient in oral and written communication.
  • Must obtain qualifications and remain current as an ATOC Controller/Data Records within one year.
  • Must be hazardous cargo inspector qualified IAW AFMAN 24-204, Preparing Hazardous Materials for Military Air Shipment. The incumbent has one year from date of entry on duty to become qualified. (con't)
  • The Government will fund one opportunity to become qualified. If the incumbent fails to qualify on the first attempt, additional attempts will be at his/her expense.
  • Must re-qualify as Hazardous Cargo IAW published guidelines and instructions.
  • Pre employment physical is required. Must re-qualify as Hazardous Cargo IAW published guidelines and instructions. Must be able to meet and pass established hearing standards and discern colors, contrast and depth.
  • Must be able to obtain and maintain a secret security clearance.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued (con't)
  • through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: - This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions, Transportation Clerk and Assistant Series, 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of transportation regulations that relate to the movement of a wide range of specialized shipments. Knowledge of transportation regulations governing entitlements and documentation requirements for domestic or foreign relocation travel to advise on travel procedures, restrictions, and allowances, and to resolve conflicts or issues related to the travel. Knowledge of a variety of transportation functional areas and their relationship to other functions to investigate complaints or errors. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures, or to provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of extensive and diverse regulations governing a wide variety of types of passenger travel to make arrangements, provide advice, or perform other work that requires authoritative procedural knowledge of various different travel policies or laws. Knowledge of the requirements of various transportation regulations or operations to monitor and report on carrier compliance with contract terms, safety provisions, or other transportation programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of the DoD Air Transportation system, regulations, and principles of air terminal transportation and traffic control to include cargo, passenger processing, movement regulations, and files set up and maintenance. Knowledge of terminology to coordinate with other transportation and traffic control operations. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Knowledge and skill in planning and safely executing air cargo loading techniques, commercial carrier contractual agreements, and other technical information relative to ground servicing. Knowledge and ability to operate several computer systems, to include, but not limited to Cargo Movement Operations System (CMOS), GATES, GDSS, and Microsoft Office. Ability to analyze, correlate, and evaluate transportation information for input into automated data systems; knowledge of one or more automated transportation databases with ability to input a range of standard information and generate a variety of recurring reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
