Duties

Serving as an Information Technology Specialist (Systems Administration/Security) makes you are a valuable member of the FLETC team and mission. This position is within the Information Technology Infrastructure (ITI) Branch, IT Operations and Support Division (OSD), under the Chief Information Officer (CIO) Directorate, and located in Glynco, Georgia. This position is responsible for the management, operation, and administration of telecommunication and data-communication networks supporting FLETC-Glynco, GA; FLETC-Washington Office; FLETC-Artesia, NM; FLETC-Charleston, SC; and FLETC-Cheltenham, MD. The position provides technical leadership, guidance, and functional oversight for the planning, budgeting, design, analysis, development, securing, documentation, configuration, installation, implementation, integration, testing, operations, management, performance, and problem resolution for the component's enterprise network operating systems and infrastructure/business productivity applications and services.

  • You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • You must successfully pass a background investigation.
  • This is a bargaining unit position.
  • This position is eligible for situational-only telework based on agency policy.
  • Overtime work may be required.
  • This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
  • You must be a U.S. citizen to apply for this position.
  • You may be required to work weekends and federal holidays.
  • Ensure FLETC Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions in the event of an emergent disruption of operations locally or DHS-wide (such as Devolution and/or reconstitution.)
  • Must obtain and maintain Federal Acquisition Certification Contracting Officer Representative FACCOR Level III certification; or have the requisite experience to obtain and maintain certification.
  • This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Secret security clearance.

Selective Placement Factor: In order to be considered for this position you must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain and maintain certification. Please provide a copy of your FAC-COR Level II certification or have the requisite experience to obtain the certification. Please list all of your acquisition experience in your resume.  In addition, to qualify for the GS-12 grade level if you possess: One year of specialized experience equivalent to the GS-11 grade level in the federal service being responsible for developing and documenting systems administration standard operating procedures, maintains systems configuration, and ensures the rigorous application of information security/information assurance policies, principles, and practices in delivering systems administration and systems analysis services. In addition, to qualify at the GS-13 level, you must possess: One year of specialized experience equivalent to the GS-12 grade level in the federal service being responsible for providing technical leadership, guidance, and functional oversight for the planning, budgeting, design, analysis, development, securing, documentation, configuration, installation, implementation, integration, testing, operations, management, performance, and problem resolution for the component's enterprise network operating systems and infrastructure/business productivity applications and services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Career Transition Assistance Program or Interagency Career Transition Assistance Program (CTAP/ICTAP) Eligibles: If you have never worked for the federal government as a civilian, you are not CTAP/ICTAP eligible. To be considered well-qualified under CTAP/ICTAP, you must be rated at a minimum score of 85 for this position. In addition, you must submit the supporting documents listed under the "Required Documents" section of this announcement. Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attending meetings and conferences away from the work site. The position may frequently be involved in the design, installation, and maintenance of all types of network operating systems and network applications and services hardware and software. The position may be exposed to high noise and cold temperatures in the telecommunications and data communication facilities. The position may need to lift occasionally and carry EIT weighing up to 50 pounds.  Work Environment: The work is performed in an office setting. The position must be able to visit on-site and off-site locations to install and maintain the network operating system and network application hardware and software. Working hours are within the typical workday, however, installation, maintenance, upgrades, and troubleshooting may require overtime or weekend support. Temperatures in computer and network communications facilities are controlled to accommodate the hardware and might necessitate exposure to uncomfortable conditions. The work area involves everyday risks or discomfort that require normal safety precautions.
