The primary purpose of this position is to serve as Protocol Specialist to assigned organizations and to provide direct protocol support/advice, oversight, and assistance in the planning and organizing of all protocol activities to include ceremonies, conferences, briefings, official and social functions, and high-level foreign and domestic visits.
Duties
Perform Protocol duties and responsibilities for assigned distinguished visitors (DVs).
Perform Protocol duties and responsibilities for assigned organizations.
Performs accountant and logistical duties and responsivities.

- Required work schedule (weekends, nights, etc.).
- Works closely with the chief to establish the policies and procedures pertaining to 81 TRW protocol programs and may perform the duties of Acting Chief of 81 TRW Protocol in the Event of his/her absence.
- This position is Non-Sensitive and will require a background check to determine suitability.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for general Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military organizations and functions at all levels, positions of governmental agencies, customs and courtesies of the military, protocol, etiquette, social customs, security, administrative policies and procedures in order to assist assigned organizations in obtaining protocol compliance in all types of functions, ceremonies, events, and visits. Knowledge of rank structure of US or foreign, political, military DVs, and SES civilians, in order to determine arrangements and protocol necessary to avoid embarrassment to the visitor and the Commander. Knowledge of distinguished members of the local community and base leadership, their positions and influence to Keesler Air Force Base and the local community, in order to determine and invite a viable mixture of military and civilian personnel. Knowledge in applying analytical and evaluative methods in order to perform protocol and special project duties. Practical knowledge and skill in establishing and maintaining effective working relationships in order to represent the command in planning and carrying out protocol functions and to advise offices on established procedures and information. Knowledge of appropriated and non-appropriated funds usage and ability to coordinate their expenditures

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education that meets the qualifications for this position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military organizations and functions at all levels, positions of governmental agencies, customs and courtesies of the military, protocol, etiquette, social customs, administrative policies and practices.
2. Knowledge and understanding of regulations and procedures affecting Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds, and application skill in basic resource budget and funds management.
3. Skill in effectively presenting information orally and in writing in a clear and concise manner to explain problems, programs, and solicit support. Ability to deal with a wide variety of people in a tactful, helpful and efficient manner.
4. Skill in properly operating electronic mail, word processing, data bases, spreadsheet, and similar software.
5. Skill in verbal and written communications sufficient to initiate studies ad write reports, plan briefings, and to conduct status briefings and reports.
6. Ability to apply problem solving techniques to a wide range of complex planning situations and guide implementation of solutions. Ability to conduct studies, analyzing findings and making recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
