Duties

You will serve as a PHYSICAL SCIENTIST in the PRECISE TIME DEPARTMENT, U.S. NAVAL OBSERVATORY in WASHINGOTN, D.C. You will serve as the Coordinated Time Transfer Division Chief within the PT Department and supervise a staff of professional scientists, engineers and technicians. You will participate in and guide the work required to develop and integrate new, advanced timing and time-dissemination systems and subsystems. You will guide and direct test and evaluation necessary to verify system performance and operation. You will review specifications and requirements for the development and procurement of specialized equipment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. EXPERIENCE: In addition to the Basic Requirements stated above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector Experience supervising a subordinate staff; Experience performing precise timekeeping and/or time dissemination, as appropriate for the Division; Experience in various coordinated time dissemination techniques to include, but not limited to: TWSTT, TWOFTT, and FSO; Experience performing Precise Time and Time Interval (PTTI) concepts; Experience in clock technology to include commercial and emerging atomic clock technology; and Experience in strategic planning, preparing and tracking the Division's budget, performing risk assessment and reduction, and maintaining information assurance.
