The position is located in the Facility Management Department of the Facility Support Directorate located at the Captain James A Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois, The Captain James A. Lovell Federal Health Care Center is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The purpose of this position is to serves as an assistant to the Facility Interior Designer for new facility construction and remodeling/redecorating projects.
Major Duties:
Assignments involve performing office and medical facility interior design duties.
Assignments include In-house design, reviewing projects designed by Architect Engineer (A-E) firms, resolving Interior design problems encountered during project construction, and supporting furniture procurement contracts.
Interior design projects are in such facilities as medical clinics, medical wards, libraries, dining facilities, and other administrative and public use areas.
Ensures users functional needs and operational procedures are understood and reflected in the interior designs and procurement packages.
Attends pre-design conferences, obtains pertinent design criteria, and initiates actions to obtain applicable information and criteria.
Prepares Government cost estimates, schedules and documents to develop assigned Interior design studies.
Researches and maintains current design resource library including up-to-date samples of interior building finishes and materials, furniture, and product literature.
Interior design responsibilities include comprehensive plans for interior finishes, including painting, wall covering, floor materials, window treatments, artwork, lighting effects, decorative plants, interior and exterior furniture, room layouts, etc.
Establishes and periodically updates a resource library of furnishings, office furniture, draperies, wall coverings, colors, fabrics, etc., available from in-house, contractual and on-contract sources.
Maintains the interior design files that include drawings, specifications, project information, contracts, budget and cost accounting information.
Cost estimates are based on knowledge and experience with special attention to assure that items selected are appropriate and adequate, but not excessive in quantity.
Develops and maintains close working relationships with commercial vendors to ensure that current, functional design programs are available for application at this medical center.
Perform all duties as assigned.

Qualifications
For GS-9:
Possess at least one (1) year of specialized experience equivalent to the next lower grade level of GS-7 in Federal Service. Specialized experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. OR
Possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPTS REQUIRED) OR
Possess a Combinations of successfully completed post-high school education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (TRANSCRIPTS REQUIRED)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. However, frequent physical activity such as walking, stooping, and bending in determining space needs and requirements, furniture needs, ergonomic needs, and for the inspection or existing facilities. This is a very active position requiring dexterity related to drafting, space planning, inspecting, visiting project/job sites, signage installation, etc.
