You will serve on the NUWC Field Team (Code 0CA3), as an Engineer/Scientist in the Customer Advocate Division of NAVUNSEAWARCENDIV NEWPORT RI. You will serve as the NUWCDIVNPT Technical Representative to OPNAV N97 acting as the Heavyweight Torpedo Technical Representative, on-site in the Pentagon, Arlington, VA. This position is part of the Warfare Centers Personnel Demonstration Project. ND-05 is equivalent to GS-14/15. This position is salary capped at GS-13, Step 10 (currently $145,617).

Duties

You will serve as a torpedo subject matter expert and perform a variety of tasks in support of OPNAV N97 and the Undersea Weapons Program Office (PMS-404). You will focus on the generation and definition of technical torpedo family of systems requirements and similar payload efforts. You will assist Requirements Officers with torpedo and similar payload related requirements and processes associated with the execution of the Planning, Programming, Budgeting, and Execution (PPBE) process. You will track milestones and decisions from various governance and decision forums related to torpedoes and payloads and evaluate the effects on applicable programs and systems. You will generate technical, operational, and cost and schedule analysis and recommended outcomes for OPNAV N97. You will ensure that fielded and in-development systems integrate within the Torpedo Advanced Processor Build (TAPB) model and that capability improvements align with the Submarine Warfare Federated Tactical Systems. You will interact with entities within the Naval Research and Development Enterprise including ONR, DARPA, OSD SCO, UARCs, to identify torpedo and payload gaps and their potential solutions. You will assist in transition of Science and Technology efforts to Programs of record including Accelerated Acquisition and rapid prototyping efforts. You will assist in development of test methodologies in support of the Torpedo Advanced Processor Build model and accelerated introduction of new capability to the fleet.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • FOR THE 1550 SERIES ONLY: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 632, level Advanced within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist coordinating or conducting design, development, test & evaluation, integration, or in-service engineering of undersea warfare systems. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

FOR THE 0830/0854/0855 Professional Engineering Series:
A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. D. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

FOR THE 1550 - Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
