Duties

Serves as a Production Accountability Technician (PAT) and is a member of the Oil and Gas Inspection ans Enforcement Team. Audits oil and gas lease cases to ensure production accountability and ensure they meet requirements set forth in Federal law pertaining to the administration and protection of Federal and Indian oil and gas resources. Serves as a technical authority with team members, industry, sister agencies, and peers, providing guidance, assistance, and training on complex or unusual production accountability reviews. Conducts Records Analysis (RA) reviews of Federal/Indian oil and gas leases, agreements, and units for high priority cases. Identifies anomalies and discrepancies in reported production data and employs specialized techniques and/or procedures to determine actual production. Analyzes data and identify problems that could elevate case to a full production audit or Records Analysis. Prepares correspondence to oil and gas operators and other governmental agencies pertaining to production accountability matters in accordance with established BLM guidelines. Provides recommendations and supporting documentation for appropriate course of action to Petroleum Engineering Technicians (PETs), supervisor, and law enforcement. Recalculates oil and gas volumes from the operator?s data using complex algebraic formulas as needed to verify reported production. Writes reports using data analyzed during records verification or production audit inspections to document the findings, results, and corrective actions.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) assisting with a variety of Records Analysis (RA) reviews; (2) identifying anomalies and discrepancies in reported data; (3) communicating verbally with a variety of internal and external personnel; (4) preparing delegated enforcement actions or similar correspondence. For GS-08: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) providing guidance and advice regarding the selection of high-risk cases to review; (2) auditing oil and gas lease cases or similar data to ensure data accountability and accuracy; (3) conducting Records Verification for a wide variety of cases; (4) serving as liaison between the minerals staff, law enforcement staff, inter-agency auditors, investigators, and industry representatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
