You will serve as a Technical Consultant/Project Leader for the Environmental Planning Division of the Shipyard Infrastructure Optimization Program (SIOP) Management Office. The SIOP mission is to plan, project, and resource the Navy's future ship repair and depot maintenance capabilities. This interdisciplinary position will be filled as a Biologist, Environmental Engineer, or Physical Scientist.

Duties

You will assist in overall environmental program management, development, and execution of deliverables in support of SIOP. You will oversee the administration and implementation of conservation measures, mitigations, and best management practices commitments. You will coordinate the work of environmental subject matter experts as it relates to the National Environmental Policy Act (NEPA) process. You will represent the DON as an environmental technical expert at regulatory meetings. You will be responsible for preparing and presenting briefs to senior DoD and non-DoD officials on the approach, issues and risk management strategies of SIOP. You will serve as a Navy Technical Representative for environmental contracts supporting SIOP.

Qualifications

Selective Placement Factor (SPF): If applying as an Environmental Engineer (0819 series), you must have a current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing technical environmental program management support as it relates to compliance under the National Environmental Policy Act (NEPA); 2) Implementing conservation measures and environmental mitigation strategies; 3) Developing draft policies or procedures related to environmental issues; and 4) Overseeing compliance of environmental agreements. Applicants for the General Natural Resources Management and Biological Sciences Series (0401) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Applicants for the Environmental Engineering Series (0819) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
