About the Position: This position is with the Blue Grass Chemical Activity, located at Blue Grass Army Depot in Richmond, KY - home of Eastern Kentucky University. It is 20 miles south of Lexington, the Horse Capital of the World and regional center to the Kentucky Bourbon Trail; 90 miles from Louisville, KY, home of the Kentucky Derby, and 70 miles from Cincinnati OH. Another attraction is Lake Cumberland, the unofficial "Houseboat Capital of the World" located 70 miles away in Somerset, KY.
Duties
Responsible for planning, organizing, administering, and evaluating a comprehensive Security Program, and providing site evaluations for surety operations and activities involving the chemical surety stockpile program.
Develop and implement security programs to protect DOD personnel, facilities, automated information and assets from an entire spectrum of threats including terrorism by assessing antiterrorism/force protection needs.
Maintain continuous coordination with counterpart organizations at other installations and higher headquarters.
Develop force protection plans, monitor program effectiveness, identify vulnerabilities/weaknesses and recommend improvements and countermeasures for BGCA's program.
Attend the Kentucky Threat Working Group meeting and disseminates information received to BGCA management.
Conduct compliance security site inspection and staff assistance visits of both BGCA and applicable depot organizations.
Conduct routine visits to the Chemical Limited Area (CLA) to ensure compliance with applicable regulations and policies.
Review, analyze, and evaluate existing policy and new policies, procedures, and guidance issued by HQ to assure they provide for optimum security and prepares procedures for local implementation.
Provide consultation at all levels in regard to the adequacy, efficiency, and effectiveness of the proposed procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is subject to the Unescorted Access Program (UAP) AR 190-59.
- This position requires participation in the Chemical Incident or Mishap Response and Assistance (CIMRA)situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Incumbent must be able to obtain/maintain a valid state driving license.
- Incumbent may be required to serve a one-year probationary period.

Specialized Experience: One year of specialized experience which includes: 1) Developing and implementing security programs to protect DOD personnel, facilities, automated information and assets from an entire spectrum of threats including terrorism by assessing antiterrorism/force protection needs; 2) Developing force protection plans, monitoring program effectiveness, identifying vulnerabilities/weaknesses and recommending improvements and countermeasures; 3) Planning, organizing, administering, and evaluating a comprehensive Security Program; 4) Providing site evaluations for surety operations and activities involving the chemical surety stockpile program to include safety, security, reliability of systems and personnel; 5) Conducting compliance security site inspection and staff assistance visits to monitor for adherence to Army provisions regarding chemical agent security; 6) providing input in the development of command policy, plans, and procedures to implement the Department of Defense, Department of the Army, and Agency regulatory requirements, goals, and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
