Duties
You will provide and/or coordinate CAP services; including intake, work load distribution, assessments, case management, liaison, outreach/marketing, education, and partnerships.
You will establish and maintain quality assurance review procedures for counseling and advocacy programs.
You will interview clients to identify and formulate clinical findings.
You will conduct clinical counseling for individuals, couples, and families as a prevention service.
You will plan and coordinate a broad community education and awareness program to reduce family violence.
You will manage family advocacy cases in accordance with established protocols.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Incumbent may be required to participate in delivering services on-board Naval vessels as part of the Return and Reunion (R and R) program. Must be able to ascend/descend ladders on ships.
- A current state license or state certification that provides legal authority to provide clinical services as an independent practitioner.
- A minimum of two years full-time, post-masters supervised clinical experience required.
- A minimum of two years full-time, post-licensure clinical experience in a clinical setting. A minimum of one-year post-masters clinical experience in the assessment and treatment of child abuse/neglect and/or spouse abuse required.
Qualifications
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing social work services (clinical counseling services, child/spouse abuse, etc.) to patients, including psychosocial assessment and treatment planning; 2) Managing cases adhering to procedures and providing technical advice/assistance in problem solving and the accomplishment of work associated with clinical, counseling and advocacy service; and 3) Ensuring applicable assets and interests are protected with regards to security and safety of records, reports, files and information relating to CAP components. Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a degree in social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
This position is a TIER THREE clinical care practitioner with clinical supervisor eligibility. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8:
1. Possess at least a masters or doctoral degree in one of the following disciplines:
a. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree, OR
b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR
c. Master's degree in Social Work from a graduate school accredited by the Council on Social Work Education (CSWE) or an equivalent degree, OR
d. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a one-year APA accredited clinical internship
2. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
3. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.
4. Must have engaged in two years, full-time, post-masters supervised clinical experience AND have two years, full-time clinical experience post independent licensure or certification.
b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR
