You will serve as a Contract Specialist in the Contracting Department of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.
Duties
You will serve as Contract Specialist responsible for solicitation, analysis, evaluation, and negotiation of contractor's proposals for highly complex and highly technical requirements.
You will be accountable for all aspects of the more complex and high dollar value procurements (above the SAP threshold) from the early stages of procurement planning to contract award.
You will conduct market research via the internet, verbally, or through written correspondence.
You will negotiate with potential contractors.
You will assist contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed and retired.
You will close out the contract or issues termination notices and reviews settlement proposals.
Requirements

Qualifications
GS-09:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing Contract Specialist work demonstrating knowledge of commonly used contracting methods and contract types relating to the performance of pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well defined and well precedented. In addition, familiarity with business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and contractor performance. Examples of specialized experience may include duties such as: 1) Experience of formal advertising sufficient to solicit bids to procure a variety of requirements ranging from standard to specialized supplies, services, or construction; 2) Experience of post-award procedures sufficient to administer firm fixed-price, time and materials, indefinite delivery, and other contracts of similar complexity; 3) Experience of contract termination procedures sufficient to perform a variety of tasks as an assistant to a higher grade employee, such as analyzing allowable costs and making recommendations; 4) Experience of contract price analysis sufficient to perform basic analysis for firm fixed-price or similar contracts, when historical pricing data and precedents are applicable.
GS-07:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector performing Contract Specialist work demonstrating basic knowledge involving the procurement of supplies, services, and/or construction using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. Examples of specialized experience may include duties such as: 1) Experience analyzing facts and conditions, and making comparisons of prices, discounts, delivery dates, or handling charges; 2) Experience applying arithmetic practices used in business (e.g., discounts and warranties) sufficient to compare prices on recurring types of procurement; 3) Experience applying guideline material by reading and interpreting procurement regulations and technical material, and translating the guidance into specific actions (e.g., assisting in the preparation of solicitation documents).

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
