The primary purpose of this position is to serve as a specialist in the Equal Opportunity (EO) Office providing Equal Employment Opportunity (EEO) and Military Equal Opportunity (MEO). advice regarding processes, rights, and responsibilities; complaint processing and mediation, facilitation, and other conflict resolution services.

Duties

Performs EEO Counselor duties servicing all organizations and handling all complaints of alleged discrimination Performs MEO Advisor duties servicing all organizations Using Alternative Dispute Resolution/Mediation and other methods, strives to resolve at the lowest level in accordance with good management practices while adequately protecting the best interests and integrity of all parties Determines training requirements and organizes classes and sminars for all employees and supervisory personnel on a periodic basis or mandated to maintain current and full understanding of the latest directives from higher headquarters

  • Incumbent is required to maintain strict confidentiality of the complaint information, case files, interviews, etc., that pertain to the EO Office
  • Incumbent must attend and successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP) at a location where available and within the period specified by the employer when hired
  • Incumbent must be successfully trained as a Mediator and obtain annual refresher training
  • The employee must be able to obtain and maintain a Seccret Security Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0260 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes a broad, comprehensive knowledge of the principles of equal employment opportunity and military equal opportunity to include laws, policies, procedures, precedents, and related functional areas; understandin of the requirements, policies, and practices regulated or covered by Federal personnel regualtions to include konwledge of the basic principles of th functional areas of personnel administation; knowledge of the theories of human behavior applicable to equal opportunity, employee, and management issues. OR EDUCATION: Successful completion of at least a master's or equivalent graduate degree requirements or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. This education was directly related to the work of the position and provided the applicant with the knowledge, skills, and ability to do the work of this position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and graduate level education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal equal employment opportunity program laws, regulations, principles, UCMJ articles, Executive Orders, Presidential Proclamations, court decisions, and complaint processing for civilian employees and military members. Knowledge of regulations, laws, policies, and procedures pertaining to the administration of dispute systems and the processes relating to negotiated appeal and grievance provedures, equal employment opportunity (EEO) discrimination complaints, military equal opportunity (MEO) complaints, disciplinary and adverse action procedures, and the current trends and developments associated with alternate dispute resolution to include mediation. Knowledge of federal personnel administration regulations and principles for civilian personnel programs, including special emphasis employment, and the military personnel system. Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial issues by determining meaning, relevancy, and significance of a large body of complex and interrelated facts including identification of interests of disputing parties, weighing evidence, making conclusions and recommendations, presenting and report findings. Skill in advising and couseling on EEO and MEO programs to include compliance and eforcment. Ability to establish effective working relationships with managers and supervisors at all levels of the agency, as well as with employees and military personnel to include a variety of disputing parties. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
