You will serve as a Purchasing Agent in code 840, Contracting Section of TRIREFFAC KINGS BAY.

Duties

You will make purchases of a wide range of specialized services and modified equipment using a variety of purchase methods with considerable independence. You will determine the methods of solicitation either orally or by written request for quotation (RFQ}. You will conduct market research to determine if request can be met from mandatory Government sources, exist government contracts or through open market. You will administer on-going purchases, resolving a variety of problems. You will perform close-out function on all Simplified Acquisition files awarded utilizing the auto close in SPS.

  • You may be subject to occasional travel up to 25%. During course of this travel, industrial facilities may be visited or traveled where they may experience moderate discomforts of prolonged standing and sitting.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and has been identified as Career Field (Purchasing) at Level (II).
  • You are responsible for meeting applicable DAWIA certification requirements, including maintaining currency in your career field.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-09: Experience negotiating and awarding bi-lateral purchase orders for exclusive manufacture of unique equipment, instruments, aircraft parts etc. Experience making competitive or sole source small purchases that involve collecting data to determine price reasonableness for new items, preparing detailed written solicitations, tailoring special terms and conditions, etc. Experience contacting sales and manufacturer's representatives in procurement of supplies or services to discuss price quotations, deviation or exceptions to specifications. Experience determining appropriate method to confirm order by placing a purchase order for delivery of supplies or performance of service not to exceed warrant level or a delivery order for supplies or service reasonable quote and making the purchase on unrestricted basis. Experience with various acquisition clauses, such as those pertaining to inspection, acceptance, packaging, or testing to select or tailor clauses for purchases that involve special handling. Experience with post award procedures to discuss equitable price adjustments for modifications to a purchase order. GS-07: Experience conducting market research to determine if request can be met. Experience documenting purchase files. Experience preparing modifications to orders. Experience creating purchase or delivery orders utilizing the use of a procurement system such as the Standard Procurement System (SPS). Experience reviewing quotes for price reasonableness and determining if the requirements for competition have been met.
