This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Forensic Toxicology Drug Testing Laboratory, Tripler Army Medical Center, HI.

Duties

Responsible for the day-to-day technical and forensic operations of the Tripler Army Medical Center Forensic Toxicology Drug Testing Laboratory (TFTDTL). Responsible for the scientific and technical performance of the laboratory and attests to the validity of the laboratory's test reports. Testify as a Forensic Toxicology Expert Witness in court-martials and legal proceedings. Determine training requirements and certification standards for technical positions with the laboratory based on regulations and policies. Formulate and enforce policies and procedures for all forensic aspects of data accuracy and security.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Position requires screening for required immunizations and for evidence of tuberculosis. Immunizations must be up to date per AR 40-562, CDC/Advisory Committee on Immunization Practices (ACIP) recommendations.
  • Must be able to obtain and maintain Tripler Army Medical Center Forensic Toxicology Drug Testing Laboratory (TFTDTL) technical certifications within the prescribed 1 year time frame.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Supervisory Chemist: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing technical assistance and training regarding forensic laboratory methodology; and conducting scientific assessments to identify weaknesses or deficiencies in the drug detection program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: A. A PhD degree in toxicology, biochemistry or the physical or biological sciences from an accredited university and at least 3 years of experience in forensic toxicology. OR B. A Master degree in toxicology, biochemistry, chemistry or the physical or biological sciences from an accredited university and at least 4 years of experience in forensic toxicology.
