This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Chief Nurse, Operative Service
The Chief Nurse, Operative Services (CN,OS) is a graduate from a program accredited by the National League for Nursing Accrediting Commission (NLNAC), or the Commission on Collegiate Nursing Education (CCNE), and has met licensure requirements for practice in
. accordance with VA Handbook 5005/2, Part II, Appendix G6, dated January 12, 2003. This position requires a minimum of a master's degree in Nursing. The CN, OS is a registered professional nurse who is accountable to the Deputy Associate Director, Nursing and Patient Care Services. S/he is responsible for the clinical and administrative oversight of all nursing care provided in The OR and procedural areas
to include the Operating Rooms, Post Anesthesia Care Unit (PACU), Ambulatory Care Center (ACC), GI/GU Labs, Cath Lab and Interventional Radiology. Through collaboration with the interdisciplinary team, he/she creates a positive work environment which enhances the interdisciplinary delivery of care based on patient needs. He/she works closely with utilization review and patient flow teams to ensure patients are discharged appropriately.
The CN, OS has substantial and continuing responsibility and accountability for planning, organizing, directing and controlling issues which
include managing day-to-day operation of the Operating Rooms, Post Anesthesia Care Unit (PACU), Ambulatory Care Center (ACC), GI/GU Labs, Cath Lab and Interventional Radiology responding to internal and external communications, maintaining knowledge of and communicating standards of practice and care and accreditation standards, coordinating services within outpatient and procedural areas to meet those standards, and developing systems to enhance overall operations and communication within acute care and with all other services in the medical center. The incumbent participates in the Quality Management program to promote quality nursing care within the framework of the philosophy, objectives and allocated resources for Nursing and Patient Care Services.
Chief Nurse, Mental Health
The Chief Nurse, Mental Health (CN, MH) is a graduate from a program accredited by the National League for Nursing Accrediting Commission (NLNAC), or the commission on Collegiate Nursing Education (CCNE) and has met licensure requirements for practice in accordance with VA Handbook 5005/2, Part II, Appendix G6, dated January 12, 2003. The CN MH is a registered professional nurse who is accountable to the Deputy Associate Director, Nursing, and patient Care Services. In addition, CN, MH collaborates with ACOS, MH for operational strategies in the Mental Health Service Line. S/he is in our Acute 2-Chief Nurse, Mental Health Nurse IV Inpatient Mental Health, Homeless Program, Homeless PACT, MH Specialty Programs, PCMHI in CBOCs, Telemental Health MH Research. Through collaboration with the interdisciplinary team, he/she creates a positive work
environment which enhances the interdisciplinary delivery of care based on patient needs. He/She works closely with utilization review and patient flow teams to ensure patients are discharged appropriately.
The CN, MH is responsible for administrative functions of his/her assigned nursing units/programs. He/she functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and
service leaders at the local and network levels. Key relationships with staff are needed to (1) Assist nurse managers and advanced practitioners to carry out the functions and activities expected of them, (2) Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing organization-wide, (3) Assist in policy-making activities as related to customer service and the overall
functioning of administrative and clinical programs, and (4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Operative Service
MSN or Advanced Healthcare or Business Degree
5 years OR/procedural experience.
5 years of Management/Leadership experience.
Professional Certification.
Mental Health
MSN or Advanced Healthcare or Business Degree.
5 years of Mental Health Experience. (inpatient and outpatient)
5 years of Management /Leadership experience.

Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to
don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
