This position is located in the Pathology & Laboratory Medicine Service at VA Eastern Oklahoma Health Care - Ernest Childers Department of Veterans Affairs Outpatient Clinic in Tulsa, OK. The Medical Technician is responsible for the work of a Phlebotomist in a clinical (medical) laboratory.
Duties

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
The Medical Technician performs work involving tests and examinations using the techniques and methods of medical laboratory practice in one or more specialized areas. The Medical Technician applies a practical knowledge of the chemistry, biology and anatomy involved. Major duties and responsibilities will include:
Receiving requests and samples for testing into the laboratory
Processing all specimens according to strict guidelines to assure specimen integrity
Functioning as a resource person and troubleshooter for clinic personnel in executing VISTA accessioning and results options
Answering incoming calls for Laboratory Service
Following applicable regulations and instructions regarding access to computerized files, release
of access code, etc. as set out in an automated information system security access agreement
Drawing blood from Medical Center inpatients and outpatients for requested laboratory tests
Performing blood drawing duties in a courteous manner
Adhering to safety, infection control, and universal precautions at all times while drawing blood
Performing the following special drawing procedures: Bleeding Times, Blood Cultures, Therapeutic phlebotomies
Collecting timed specimens, such as peak and trough drug levels, glucose and lactose tolerance specimens, cardiac enzymes and heparin therapy
Ensuring proper identification/documentation and drawing crossmatch samples
Instructing patients in the proper midstream urine collection, 24 hour urine collection, urine specimens for cytology, and collections of specimens for culture and sensitivity
Using VISTA computer system to run lists for any pending orders, troubleshoot, and ensure that all tests ordered have been collected
Analyzing clinical determinations, (simple and moderately complex patient testing) independently as assigned
Performing occult blood testing including accessioning, quality control, testing and recording results Determining proper preservative for 24-hour urine container and instructing patient on proper collection
Maintaining the blood drawing room, including the replacement of supplies as needed
Assisting in dating and properly storing supplies as they arrive
Assisting in the instruction of various individuals such as Nursing Students, interns for Medical Assistant programs, etc. in the technique of venipuncture
Participating in Performance Improvement measures as required by CAP & Joint Commission
Performing and exhibiting knowledge and skills specific to the young adult, the adult, and the geriatric patient
Participating in continuing medical education as required and providing quality customer service to our patients and their families
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Medical Technician in the Veterans Health Administration (VHA), which all applicants must met.
EXPERIENCE: At least one (1) full year of specialized experience, equivalent to at least the GS-4 grade level, that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. COMBINATION: Applicants may also combine education and experience to qualify at this level. To qualify based on combination, you must have a combination of specialized experience and education beyond the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, lifting, walking, stooping and stretching. The work requires duty on weekends, holidays, and evenings/nights when so assigned. The work requires above average agility and dexterity.
