This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Assistant Nurse Manager (ANM) is a registered professional nurse who works collaboratively with the Nurse Manager (NM) and functions as the supervisor and assumes accountability for the operation of a designated unit. This includes management, supervision and evaluation of care delivered by nursing and other Allied Health Care staff in the inpatient Acute Care setting during working hours. Hours of duty can include nontraditional work hours and weekends to meet operational needs. As a registered nurse, the ANM is also responsible for contributing to the establishment and implementation of evidence-based nursing standards of practice. In collaboration with the Nurse Manager, he/she creates a positive work environment which enhances care delivery and professional development of clinically competent staff. He/she promotes, creates, and demonstrates and ensures a culturally diverse workforce in which the values and needs of all individuals are respected.
The ANM holds the reasonability for the implementation of the Vision, Mission, and Values of the organization within the ambulatory care setting. In collaboration with the NM, he/she is engaged in administrative nursing practice characterized by increasing complexity and enhanced skill in nursing management for a 24/7 outpatient units. The ANM is responsible in providing leadership of day-to-day operations and provides input to the NM regarding the strategic planning process in the attainment of the organizational goals. The ANM assumes the responsibility for the scheduling and staffing of permanent and intermittent/prn nursing staff. He/she are a leave granting official and can certify time when designated. They ensure assignments are consistent with staffing methodology and reflect appropriate utilization of the health care team to meet VA standards of care. In so much, the ANM is fiscally responsible for utilization of manning, and projects budgetary needs to ensure staffing is appropriate. The ANM participates in the timecard process by verifying staff schedules and hours worked. The ANM is responsible for the appropriate orientation, education, and continuing education of the professional and non-professional staff of the people they supervise. The ANM is responsible for ensuring proficiencies and evaluations for their designated subordinates are timely and accurate. The ANM serves as role model and coaches, supports staff in critical thinking regarding professional nursing practice. The ANM provides feedback and counseling to nursing staff regarding policies, procedures, and practice. The ANM at the direction of the NM directs practice according to local policies, standards of care and practice, and ensures that nursing operations are in compliance with applicable local, VISN, VA, and national certifying bodies. The ANM is a member of Nursing Service Management team and plays a key role in the ongoing systematic evaluation and improvement of quality of nursing care as it impacts patient outcomes. The ANM works with the NM and staff to foster a scientific, evidence approach to nursing, utilizing research to improve practice. The ANM works closely with the Clinical Nurse Leaders (CNL), Nursing Educators, Medical staff to initiate and sustain collaborative practices that improve operation, patient outcomes, and patient satisfaction.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Minimum of 5 years ED experience; highly preferred
One year leadership/ Charge Nurse Experience; highly preferred.
Certified Emergency Nurse Certification (CEN); preferred.
Current Certification in Advanced Cardiac Life Support and Basic Life Support; preferred.
National Institute of Health (NIH Stroke scale) certification; preferred.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. This position required that you are able to lift at least 35 lbs. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
