This position works in the Administrative and Business Division at Fire Island National Seashore in Patchogue, NY. The purpose of this position is to carry out permitting, commercial use and concessions, leasing, and miscellaneous administrative operations at the park.

Duties

Serves as park program manager for Concessions, supporting the Superintendent in the planning, development, and execution of all concession's contracts within the park. Administers and coordinates the issuance of all permits for Special Park uses authorized within the boundaries of Fire Island National Seashore, including but not limited to: special events and activities, camping, filming and location requests, rights-of-way, off-road vehicle access, driving permits, and commercial use authorizations. Oversees the leasing program, including the development of requests for proposals, selection of lessee, negotiation of lease, and administration of lease agreements.

To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:this experience includes activities such as: (1) Managing a commercial use, commercial filming, special events, and/or other special park uses program. (2) Managing a concessions program. . You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree; OR successfully completed at least three full years of progressively higher-level graduate education leading to a such degree in a related field such as business administration, finance, accounting or other closely related subjects; OR LL.M., if related. You must include transcripts. -OR Successful completion of a combination of Graduate Education and Specialized Experience. Note: Only graduate education in excess of two full years may be used when combining with experience. For example, I have six months of specialized experience described above (50% of the experience requirement), and 45 semester hours of directly related graduate level college study in an accredited institution described above (50% of the qualifying education). You must include transcript(s). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
