This Medical Technician (Phlebotomist) position is located in Pathology and Laboratory Medicine Service at the White River Junction VA Medical Center in White River Junction, VT location. This position is full-time at 40 hours per week.
Duties
The Medical Technician serves in the Pathology and Laboratory Medicine Service at the VA Medical Center in White River Junction, Vermont.
Duties include but are not limited to:
Functions as a technical and customer service resource for customers utilizing laboratory services.
Receives all specimens coming into the laboratory and determines if specimen meets laboratory specimen acceptability criteria.
Delivers specimen directly to the analytic area, utilizes centrifuges, volumetric measuring devices or balances in preparing the specimens for analysis, storage or shipment to a reference laboratory in the most efficient manner possible.
Functions as a computer resource, either in person or by phone, troubleshooting problems that clerks or providers may encounter while placing laboratory orders.
Follows procedures for patient identification, sample procurement, and specimen labeling.
Performs routine venipuncture specimen collections from patients.
Follows laboratory procedures for collecting specimens in the appropriate container.
Controls the physical condition of samples and responds to time factors to ensure that the physiologic state of the specimen is maintained.
Provides education to patients for proper collection techniques.
Prepares samples for testing to include labeling, centrifugation, decanting and aliquoting, etc.
Maintains adequate supplies for all phlebotomy and specimen procurement procedures.
Answers incoming calls for the laboratory service - finding and relaying accurate information or referring the caller to technical personnel.
Performs standard diagnostic tests/procedures such as bleeding time, occult blood, urine dipstick, pregnancy test, fingerstick glucose.
Performs sterilization on the autoclave, and cleans glassware and other reusable items.
Identifies and appropriately responds to adverse reactions such as fainting, nausea, vomiting, convulsions, and arrests.
Perform other related duties as assigned
Work Schedule: Various; Monday - Friday, 8:00 am - 4:30 pm or 6:00 am - 2:30pm. Work schedule will be determined upon selection.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education. Note: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. (Transcripts must be submitted at time of application).

Physical Requirements:
Physical Requirements: Work may involve lifting, standing, walking, bending, or sitting, any of which may be required for prolonged periods of time. The incumbent must be able to communicate verbally and have the digital dexterity and adequate vision to perform safe venipuncture procedures. Lifting will not exceed weight of 40 pounds. The incumbent will utilize all safety practices and equipment required by the laboratory, facility policy, accrediting and regulatory agencies for purposes of ensuring compliance with occupational safety requirements.
Work Environment: The environment is that of a typical clinical laboratory setting. The incumbent is expected to be familiar with and perform all duties utilizing OSHA universal precaution protocols established for the safety of healthcare workers. The incumbent may be subject to occupational risks of infectious agents, contagious diseases, toxic and/or caustic chemicals and reagents, noxious or toxic fumes, bums, needlestick injury/infection, cuts and/or abrasions, electrical shock, high decibel noise levels, and other hazards associated with direct patient care including the possibility of physical assault.
The incumbent is expected to practice appropriate biohazard waste disposal and infection control procedures. The incumbent is expected to maintain a clean and safe work environment. The incumbent must utilize safe techniques and personal protective equipment mandated by the Occupational Safety and Health Administration, the Department of Veterans Affairs and P&LMS. The incumbent is expected to attend annual training/orientation courses related to safety, fire prevention, and infectious disease prevention. The incumbent may be subjected to fluctuating temperatures within the laboratory and morgue areas.
