As a Project Manager, the employee will work in the Construction and Environmental Section of Engineering Service at the VAMC, Dayton, Ohio. The facility is a Joint Commission accredited hospital of approximately 500 beds. The hospital is a tertiary care facility which consists of general medical and surgical, psychiatric, nursing home care, placement, research, outpatient care and ancillary support facilities.
Duties
Performs Planning/ Design Work 25 percent
The incumbent serves as a primary developer and manager of construction projects at the Dayton VAMC. This includes development of plans, statement of work, construction cost estimates and project schedules. Incumbent ensures constructability, design methods, construction methods and project requirements. Incumbent attains required funding and monitors projects through the acquisition process. Project Managers conduct the
preconstruction meetings, progress meetings, construction inspections (quality and safety), punch list inspections and ensures final close out of projects.
Provides Professional Engineering/Architectural Advice 25 percent
Serves as the primary contact in the facility for construction related activities to include new construction and maintenance at the VAMC. Analyzes proposed construction projects and recommends approval/disapproval to Chief of Engineering and Medical Center Leadership. Leads construction design from conception stage to final drawing completion on larger projects with architectural and engineering firms.
Performs Construction Administration Work 25 percent
Coordinates the preconstruction and safety meetings with the contractor, contracting officer, safety officer and other interested parties. Receives, processes, and approves/disapproves contract submittals in accordance with contract procedures. Reviews and approve submitted construction schedules and coordinate utility outages and disruptions with VAMC activities to ensure that essential services are maintained with minimum interruption to patient care and employee activities.
Performs Project Administration Work 25 percent
Maintains Contracting Officers Representative eligibility by completing initial and continuous training requirements. Performs constructability reviews of bid documents prepared by Architects, Engineers and/or Construction and Environmental Section Technicians to ensure completeness and correctness. Schedules reviews by appropriate reviewers at the appropriate time in the planning process to include life safety reviews, infection control reviews, patient safety reviews, fire safety reviews and independent reviews as necessary.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developing, managing, and balancing project plans, budgets procuring, scheduling and managing multiple projects;
Inspecting on-going and recently completed construction to ensure quality, completeness and safety;
Manage the efficient and effective coordination and accomplishment of the planning, scheduling, tracking, budgeting, reporting and communicating status of assigned projects;
Applying procurement knowledge and experience to manage contracts supporting assigned projects
Creating, reading and interpreting drawings and blueprints;
Reviews and analyzes cost reports to assure charges are authorized and appropriate;
Using software to complete commercial construction estimates;
Serving as a Contracting Officer Technical Representative;
Evaluating plans, designs and reports for completeness and accuracy.
Approve project cost and schedule changes and develop strategies in resolving complex problems and issues.

Physical Requirements: Project inspections require a great deal of walking, climbing, standing, and bending (inside and outside). Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position. Physical ability and manual dexterity are
essential in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, and reach during normal project inspection procedures. In addition, the incumbent must have good hearing, eyesight, color, and depth perception, and the use of all limbs to be able to perform at an optimum level.
