The Veterans Health Administration (VHA) has developed a patient care model that balances productivity with quality, access and patient service that is intended to improve the efficiency and function of patient care. The Management and Program Analyst is ultimately responsible for providing healthcare analytic project improvements for area of assignment. The incumbent is responsible for the effectiveness of the healthcare process and maximum utilization of VA resources for Veteran patients.
Duties
The Management and Program Analyst is responsible for identifying clinic inefficiencies and bottlenecks, researching their root causes and creating innovative alternatives to ensure the delivery of timely, appropriate, quality patient care.
Clinic Management and Process Improvement 50%
Presents innovative alternatives through power point, excel, access, and various computer programs in order to communicate with a diverse audience.
Responsible for analyzing all areas of workflow and efficiency related to access in assigned areas. Once an area has been identified as being deficient or not meeting established goals, the incumbent has delegated authority and freedom of action to create an action plan which will identify problem, provide workable solution, and presents a work plan to the Group Practice Manger (GPM).
Makes decisions and determinations based on available data, leadership inquiries and stakeholder outcomes for patient.
Uses all accessibility and scheduling best practices within the framework of applicable laws, regulations, handbooks, policies and community standards.
Responsible for patients' access to timely healthcare delivery for assigned clinics by organizing, planning, and ensuring execution of clinic management plans through the implementation of action plans the incumbent creates from various databases.
Sets daily priorities for assigned clinics and works with assigned staff to accomplish goals and reach desired outcomes, for which the incumbent is held responsible.
Responsible for daily communication with the call center managers for assigned areas to ensure proper implementation of action plan and verification of the expected outcome being achieved.
Reviews daily data bases for changes in outcomes to ensure deficient areas are being accurately addressed and implemented changes are restructuring the deficiencies to meet intended targets.
Disseminates any information that helps improve program deficiencies for use at other facilities.
Responsible for performing stop code reviews with DSS Analysts on a monthly basis for the purpose of, ensuring clinic function and staff types are consistent and congruent with assigned provider stop codes. Incumbent works closely with DSS staff to identify any codes that are not accurately entered into the data system.
Makes administrative recommendations and program specific decisions that promote the efficient use of resources with the goal of improving timeliness and the appropriateness of services provided.
Utilizes a variety of data systems to monitor performance over time and service lines, identifying key trends that could affect the performance of patient care within assigned clinics.
Analysis and Auditing 50%
Responsible for developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organization, manpower utilization, information and documentation systems, and/or similar functions of management impacting the areas of assignment.
Performs data analysis, data mining and reporting, and program development for designated content areas and facility assignment using information obtained from the local, VISN, regional, and national level databases.
Responsible for designing and implementing data reporting templates for retrieving and displaying statistical data from VA databases.
Analyses data to identify trends and prepares an effective plan for implementation by facility staff to correct the deficiencies in a timely manner.
Performs data analysis and provides analytical packages with recommendations and solutions using a variety of tools including but not limited to: VSSC reports, Pyramid Analytic servers, VistA reports, and Microsoft Office products (e.g. Excel, Access, etc.).
Performs analysis of resulting data to include trending and identifying gaps which are used to both assess program compliance and propose changes and/or improvements based on the analysis completed.
Responsible for preparing presentations to relay program changes, growth and possible future short falls to upper management and facility staff.
Serves as subject matter expert to assigned clinic teams/staff/leadership regarding clinic management data analysis, operations management, and advanced access strategies all designed to improve assigned program effectiveness and effectiveness for all stakeholder.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
