The (AAVAHS) is comprised of an approximately 1 million square foot hospital complex, 35-acre medical center campus, eight Community Based Outpatient Clinics (CBOCS), and five other offsite locations. The incumbent is assigned to the Heating, Ventilation, and Air Conditioning (HVAC) and Controls Shop at the Charles S. Kettles VA Medical Center. Incumbent reports to the HVAC and Controls Shop Supervisor in the Maintenance & Operations (M&O) section of the Facilities Management Service (FMS).

Duties

Major Duties and Responsibilities: Incumbent must have a thorough knowledge of solid-state electronics in theory and practice. Incumbent must also have skills for applying such knowledge to the troubleshooting, repair, modification, design, and calibration of complex electronic systems at the point of the system and via remote means. Such systems include but are not limited to: centralized building automation systems (BAS) which use special purpose, dedicated, or virtual computers/servers to store operating parameters and initiate adjustment, including central processing and direct digital control devices; individual mechanical subsystems and components that contain digital controllers, graphical user interfaces, reporting and networking to other devices in the field; and direct digital control devices, both standalone and system integrated. Mechanics at this level require a thorough knowledge of logic circuits, electronic amplification, and control circuits, and of complex electrical, mechanical, electromechanical, hydraulic and/or pneumatic systems. The incumbent must be proficient in existing industrial and environmental control processes, upcoming technologies related to the systems to be serviced, maintained, and configured in order to properly test and coordinate the various portions of the system. As a result, the incumbent shall be required to maintain moderate to advanced working knowledge of a wide range of electronics principles and practices and will be required to participate in continuing education in order to stay abreast of changing technology concerning the equipment in service for the AAVAHS, upcoming procurements and ongoing advances. Incumbent must be skilled in the interpretation of engineering drawings which combine electrical and electronic schematics, logic, diagrams, and mechanical drawings, in order to trace signal flow throughout the respective engineering system when troubleshooting malfunctions of complex systems electrical and/or mechanical in form. The incumbent must be knowledgeable about standard troubleshooting practices while advanced enough to develop new processes and methods for all systems. The incumbent must know the characteristic voltage, current, and signal shape of the input and output of a wide variety of microprocessors, integrated and discrete solid-state circuits, and high power vacuum tube or transistor applications in order to recognize indications of improper operation and differentiate them from temporary abnormalities by the testing itself. Repair of electronic and industrial systems and equipment will include detecting and diagnosing malfunctions, tearing down equipment, repairing or replacing parts or components, and aligning, calibrating, and testing the modified or repaired equipment. Performance of preventive and corrective maintenance to keep electronic equipment and systems in reliable operation will include: periodic servicing to assure reliable operating condition and to extend service life, inspecting and testing equipment for compliance with specified standards of performance, calibrating and aligning the system, diagnosing and correcting malfunctions, removing malfunctioning systems from service, and doing bench repairs necessary to restore the equipment to the prescribed operation standards and tolerances, and, sometimes, certifying the equipment is operating properly. At this level, incumbent will make modifications and test and calibrate in accordance with instructions and procedures which are often vague and incomplete. As a result, the incumbent will develop and implement techniques for use on specific equipment. Incumbent must also use sound judgment in achieving specified assurances, sensitivities, and precise tolerances. Incumbent will use a variety of technical electronic data contained in manufacturer specifications, schematics, and maintenance procedures. Incumbent will make independent judgments in determining the work sequence, selecting, and using trade tools, and testing and measuring instruments. Incumbent works under supervision of the HVAC and Controls Shop Supervisor and may be required to provide technical assistance and guidance to lower-graded workers. Physical Requirements/Working Conditions: The incumbent's daily duties consist of climbing, working in cramped positions, and restricted spaces, and moving and lifting heavy objects and equipment in the repairing and installation of A/C equipment. Incumbent, in making repairs and installations, works from ladders, scaffolding, and platforms. Equipment is located in hard-to-reach places and stooping, stretching, bending, and kneeling are frequently performed for long periods of time in making repairs.
