THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Family Violence & Abuse Prevention Specialist (PREV WF) (Title 5) (Permanent), Position Description Number T0030P01 and is part of the VA DofJS, National Guard.

Duties

As a Family Violence & Abuse Prevention Specialist (PREV WF) (Title 5), GS-0101-12, you will perform the below duties: 1. Acts as subject matter expert (SME) on IPP as applied to family violence and abuse prevention. Advances policies outside of the existing, but not limited to, Human Resources, Judge Advocate, Family Advocacy and Family Readiness Program offices for equities specific to Family Violence and Abuse primary prevention. Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the primary prevention of family violence and abuse. Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs. Establishes measures of effectiveness in the primary prevention of family violence and abuse. Consults with and obtains consensus with NGB IPP SME cell. Supports the Joint Force Headquarters' (JFHQ) Primary Prevention Officer in the development and execution of The Adjutant General's (TAG) primary prevention strategic plan. Assists IPP Officer, TAG, Assistant TAG, directorate, and division-level Leadership with data-informed decisions to appropriately resource Family Violence and Abuse primary prevention activities and requirements throughout the state. Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment. Develops performance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG's integrated primary prevention program. Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations. 2. Assists with IPP needs assessments. Collects qualitative and quantitative data from Wing/Region activities relative to integrated family violence and abuse prevention to ensure program fidelity. Utilizes outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data. Works with other JFHQ divisions and offices to evaluate relevant NG programs for effectiveness and impact to the primary prevention of family violence and abuse efforts. Reviews environmental/climate qualitative and quantitative survey data collected. Analyzes and recommends changes to surveys and trainings for self-directed harm, sharing findings with appropriate stakeholders. 3. Maintains an understanding of existing Family support and readiness policies and the working dynamics between primary prevention and response. Maintains collaborative relationships with the JFHQ, Wing and Region Family Support personnel, the NGB Family Violence and Abuse Primary Prevention SME, and other relevant support programs. Has an in-depth knowledge of the programs, policies, and processes which drive Army National Guard (ARNG) and Air National Guard (ANG) drug deterrence, substance abuse, suicide post-intervention and response efforts within their S/T/DC. Maintains a parallel and clearly defined supporting role to existing JFHQ data collection efforts and advocates prevention messaging with sensitivity to pre-existing trauma. Coordinates with State Family Readiness Program Manager to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of family violence and abuse. 4. Supports and participates in state-level committees, boards, and working groups. Provides family violence and abuse data and metrics to Wing/Region Primary Prevention Integrators (PPIs), all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Coordinates with Family Readiness Program personnel, Directors of Psychological/Behavioral Health, Judge Advocate, and other response/post-intervention personnel to ensure alignment of messaging to JFHQ council or board leadership regarding family violence and abuse. Serves as the Wing/Region PPI's point of contact for all family violence and abuse prevention efforts and conducts Site Assistance Visits (SAVs) to the Wings/Region as required. Assists the JFHQ IPP SME cell in facilitating meetings and working groups in accordance with applicable policy and official guidance, as needed. Meets regularly with other members of the JFHQ IPP cell to facilitate the dissemination of information to the NGB and to the Wings/Regions. 5. Performs other duties as assigned.

GENERAL EXPERIENCE: Applicant must have experience directly supporting the development and execution of policies, programs, and procedures for implementing integrated primary prevention activities relating to family violence and abuse (i.e., child abuse, domestic violence, and intimate partner violence), averting harm or abuse before it occurs. SPECIALIZED EXPERIENCE: Applicant must have at least 18 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience acting as subject matter expert (SME) on IPP as applied to family violence and abuse prevention. Experience assisting with IPP needs assessments. Experience maintaining an understanding of existing Family support and readiness policies and the working dynamics between primary prevention and response. Experience supporting and participating in state-level committees, boards, and working groups.
