The position is located in the Intensive Cognitive Behavioral Intervention Unit. The ICBI provides the full range of assessment counseling to offenders who are utilizing social service programs and resources. The Unit manages the selection, administration of all screeners, assessments, and evaluations required to identify criminogenic risk in a timely manner and place offenders in the appropriate cognitive behavioral interventions and other internal and/or external intervention services.
Duties
The incumbent oversees all agency Learning Labs and Educational Services to ensure the effective operation of programs and services.
Determines the education needs of criminal justice offenders through Needs Assessments, interest inventory surveys, discussions with internal and external stakeholders, and through program service delivery levels.
Collaborates with all stakeholders to provide transition support to offenders returning to their communities and acts as a liaison between offenders and community agencies to increase access to support services.
Coordinates and negotiates with education institutions to establish education/or training program opportunities.
Ensures the adequacy of support and service functions, such as counseling, testing, laboratories, and learning centers.
Use training and evaluation models to consult with internal and external stakeholders about approaches and best practices for identifying program needs and training impact.
Provides administrative and technical supervision necessary for accomplishing the work of the unit. Perform the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters.

- This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
Qualifications
You may qualify at the GS-13 level if you fulfill the following qualification requirements:
Basic Requirements: (YOU MUST SUBMIT TRANSCRIPTS)
A. A bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. (Master's Degree is preferred)
or
B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience, or additional education. The experience must reflect the level and kind described in C below.
or
C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
or
D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
ADDITIONAL EXPERENCE REQUIREMENTS:
In addition to the basic requirements, you must have at least one (1) year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service that demonstrates your ability to teach, counsel and/or advise at a secondary or post-secondary level or equivalent; counsel ex-offenders to establish educational goals and objective; evaluate education, training, and adult continuing education programs for ex-offenders to develop a program that focuses on providing offenders with a range of tools that will enhance their level of education and develop skills; develop guidance and agency policies or programs to enhance skills development for ex-offenders; serves as liaison to local community providers of learning centers and support services for offenders; provide leadership and management functions such as evaluating completed work daily, weekly, or monthly, and ensuring production and accuracy requirements were met; recommend performance ratings; identifying training needs, and advising employees on both work and administrative maters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
