This is a Direct Hire Authority (DHA) solicitation utilizing DHA is to appoint qualified candidates who are not existing DoD competitive service employees with permanent status. About the Position: This position is located with the US Army Installation Management Command (IMCOM), United States Army Garrison USAG, Fort Sill, OK, Directorate of Public Works (DPW), Environmental Division.

Duties

Professional knowledge of established scientific methods and techniques of wildlife management. Corresponds with a variety of personnel and organizations on matters relating to endangered species, wetlands, hunting and fishing related issues and must be knowledgeable of relative laws and regulations. Applying knowledge and/or understanding of the applications of related disciplines such as forestry, limnology, and ecology. Apply wildlife management techniques to properly manage a diverse ecosystem. Prepare, review, and/or evaluate appropriate sections of National Environmental Policy Act documentation. Compile, and analyze trends of those surveys and makes management recommendations to the Supervisory Wildlife Biologist.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Tour of duty includes unusually long and irregular hours including split shifts, weekends, and nights.
  • The duties of this position require to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • A government drives license is required.
  • Successful completion of a Pre-employment physical is required, and yearly thereafter.
  • This position has a requirement to recurring lifting of moderately heavy items weighing 50 pounds or more.
  • The work requires considerable physical exertion such as long periods of standing; walking over rough, muddy, uneven, swampy, or hilly terrain; recurring periods of bending, crouching, stooping, stretching, or similar activities.
  • Permanent Change of Station (PCS) allowances may be authorized.
  • Recruitment/Relocation/Retention Incentive may be authorized.
  • Defense National Relocation Program will NOT be authorized.
  • NOTE: This position is covered by the l996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • IAW AR 190-56 incumbent is required to sign a DA Form 5019 and to pass an initial drug test and will then receive periodic random drug testing IAW AR 600-85.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirements - Must be met first: A. Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences. (Note: You must attach a copy of your transcripts.) OR B. Combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) Must also have the following: Specialized experience. One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes managing and conserving wildlife resources by planning all aspects of the program and providing technical expertise and advise to other involved in similar work or affected by the effort of this position; the development, production, conservation and utilization of the natural resources of forests and associated lands; inventory, planning, evaluation, and management of resources such as timber, soil, land, water, wildlife and fish habitat, minerals, forage and outdoor recreation; and the evaluation, management and protection of natural resources. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biological Sciences. OR Combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
