The incumbent serves in a dual role, providing administrative support to the Employee Occupation Health (EOH), and the Emergency Department (ED) unit aligned under the Ambulatory Service at the Albany VA . The incumbent actively and continuously contributes to and maintains a collaborative, friendly, and I*CARE centered work environment. The incumbent provides effective and efficient advanced administrative support.
Duties
Duties of the Advanced Medical Support Assistant (AMSA) are founded in continuous demonstration of VA's I*CARE Core Values. The incumbent creates and sustains a professional collaborative relationship with supervisors, co-workers, and others while promoting a team atmosphere to achieve the goals of their assigned therapeutic section, the Medical Center and ultimately in providing services and patient centered care according to recognized standards and practices. The duties and responsibilities of the AMSA in this developmental position include but are not limited to the following:
Coordination of Patient Care, Clinical Communication and Scheduling
- Successfully functions independently in the performance of regularly assigned employee care, clinical communication, and scheduling duties in an interdisciplinary coordinated care model.
- Greets employee presenting to Employee Occupational Health to determine need: (may include urgent medical conditions or emergencies) and notify EOH nurse and/or provider.
- Fields all telephone, fax and in-person contacts with Occupational Health and follows up appropriately or make referrals for assistance in accordance with VHA policies and procedures
- Schedules appointments in the Occupational Health Clinic (i.e. pre-employment, annual medical surveillance, vaccination etc.). Schedules clinic appointments using the appropriate scheduling packages in accordance with the business rules outlines in VHA Directive, through demonstrated
advanced knowledge and use of business rules for enrollment and registration, scheduling, consult management, use of the electronic wait list, handling no-shows patient cancellations and clinic cancellations, as applicable to performance within the Specialty Care Service, as appropriate.
- Ensures that the appropriate staff is timely notified of arrivals, changes, cancelations, and/or other information that maintains the operational effectiveness and efficiency of clinical operations.
- Properly resolves scheduling, appointment, and other issues and complaints at the lowest level and may be assigned as a patient advocate providing assistance and guidance in an effective and respectful manner.
- Demonstrates proficiency in recognizing employee concerns and complaints and properly handling those concerns and complaints across generation differenced.
- Properly handles employee health information and personally identifiable information and when appropriate, immediately reports HIPAA violations, safety issues, and security issues to management.
- Makes every ethical, legal and reasonable attempt to accommodate the employee.
- Operates computerized programs and systems affiliated with Employee Occupational Health in order to enter, modify, and retrieve sensitive medical and employee identifying information into or from electronic health records, scheduling systems and/or reports.
- Verifies third party insurance and updating information in the Insurance Capture Buffer (ICB) system.
Clinical Support Activities
- Participates in projects and activities related to safety, customer service, quality, performance improvement, document review/editing/creation, and/or section organizational and operation according to the needs of the service as determined by the Chief, Supervisor or other delegated authority within each section.
- Completes various audits, reviews, surveys, and reports, as assigned by the Supervisor, consulting providers, supervisors, leaders or clinicians as delegated by the Supervisor and/or Chief of the service.
- Assists with the administrative training of new employees, reviews productivity, identifies backlogs or problems areas, audits, implements procedural changes as directed by the Supervisor and assists Veterans, Veterans' families or representatives, or other employees.
- Maintains, monitors and requests supplies needed to adequately perform duties in the assigned work areas and obtains supply par levels within the clinical setting.
- Maintains and updates yearly spreadsheet of facility wide employee Influenza and COVID-19 vaccination data.
- Obtains and/or releases medical paperwork in accordance with VHA policies and procedures.
- Assists with TB screens (gathering of charts, placement in file for documentation on master list).
- Maintains reminder lists for TB, immunizations, Blood and Body Fluid exposures and follow up lab tests.
- Documents status of new hire clearances.
- Creates files for new hires Employee Medical File from OF41.
- Files paper employee records including lab tests and clinical notes daily.
- Other duties as assigned.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience: Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
Education: One year above high school OR,
Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-06 Requirements
Experience. One year of experience equivalent to the [GS-5] grade level
and
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
Ability to collaborate [and] communicate [with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.]
Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, [electronically, by phone, in person], and in writing, [with internal and external customers]. This may include preparing reports in various formats and presenting data to various organizational levels, [as well as resolving patient concerns].
Advanced knowledge of the technical health care process [(including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals)] as it relates to access to care.
Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care [administrative functions] to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

The full performance level of this vacancy is GS-05. This position is above the full performance level.
Physical Requirements: See VA Directive and Handbook 5019. The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing twisting, turning, sitting, pushing, bending, frequent keyboard usage, and carrying of light items. Some positions may require sitting for long periods of time at a computer terminal typing data while talking on a telephone headset. In addition, there can be increased stress due to the intensity of a patient/customer complaint or concern.
