This position is organizationally under the ACOS/Ambulatory Care at the medical center. The incumbent has the responsibility for coordination community based outpatient clinic (CBOC) services for approximately 10,000 Veterans at either the Newburg, Shively or New Albany VA Health Care Centers. The incumbent's primary function is to provide administrative and coordinative support to the health care center located in either New Albany, Indiana, Shively, Kentucky; or, Louisville, Kentucky.
Duties
Major duties include, but are not limited to:
Serves as the principal administrator for the health care center and maintains the overall day-to-day functioning for all CBOC operations.
Serves as the VA's liaison and/or point of contact between the Health Center and the VA Medical Center on clinical, administrative, and budgetary issues.
Responsible for awareness of public relation functions and information of all matters involving the CBOC. Attends Service Organization meetings to provide information regarding the CBOC. Promotes and ensures all customer service relationships are handled in a positive manner.
Coordinates all administrative aspects of training for professional, nursing, and clerical staffs with the Education Department as set forth in VA regulation and guidelines.
Develops strategies to increase the number of unique Veterans to our system.
Interrelates with professional, nursing, and clerical staff and has complete authority on all administrative technical functions associated with the day-to-day operations. Decisions of clinical nature such as appropriate patient treatment will be referred to appropriate staff, i.e. Clinic Charge Nurse, Senior Nurse Executive/Ambulatory Care or ACOS/Ambulatory Care.
The incumbent is responsible for developing comprehensive plans and systems to integrate specified functions of the VA Medical Center and CBOC to avoid crisis from occurring or breakdown in management operational systems. A proactive approach must be taken to ensure optimal operations.
The incumbent will keep all levels of VA top management informed of status and progress in resolving situations and lessons learned throughout the planning, development and coordination of the CBOC.
The incumbent will provide guidance and direction to a wide variety of professional personnel, as well as other VA employees involved in CBOC operations. Familiarity with VA operational and personnel practices is critical in this regard. The incumbent will develop joint working policies and procedures, troubleshoot potential problems, develop resolutions and investigate a wide variety of matters pertaining to the CBOC.
Combining both professional, economic principles and automation capabilities, performs operational and statistical analysis. Maintains confidentiality of patients and provider information and insures protection of patient and provider privacy. Makes use of all available information to present ideas and concepts in a clear, concise manner.
Plans, organizes and conducts briefings and meetings pertaining to changes to existing programs, program development, implementation and progress. Provides data analysis of program issues, trends and makes recommendation based on the analysis. Attends meetings as a representative of the VA Medical Center regarding the CBOC.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, and evaluating administrative issues and providing guidance on administrative matters; knowledge and maintenance of contracts; planning and executing the budget; and coordinating personnel actions with Human Resources; timekeeping and payroll; knowledge of supply and equipment needs; ability to supervise.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond as described above. (TRANSCRIPT REQUIRED).

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
