This position is located within VA Altoona, Physical Medicine & Rehabilitation Services (PMRS) and reports to the Chief of Staff. Incumbent is responsible for the administrative supervision, management and implementation of facility goals. Directly supports Service Line management and the Executive Leadership Team, and VISN 4 as an administrative consultant responsible for planning, organization, development, direction, and evaluation of its program affecting the medical center.
Duties
The Chief, Physical Medicine & Rehabilitation Services (Chief, PM&RS) reports to the Chief of Staff. The Chief, PM&RS, is responsible for the administrative supervision, management, and implementation of facility goals of the physical medicine and rehabilitation program at the James E. Van Zandt VA Medical Center, a Complexity Level 3 facility with more than 60 employees, five (5) Center Based Outpatient Clinics (CBOCs), and 14-county catchment area. The incumbent serves and is charged with responsibility over all medical and non-medical activities and workflow of Acupuncture, Audiology, Chiropractic, Home-Based Primary Care - Rehab, Occupational Therapy, Physical Therapy, Prosthetics, Recreation Therapy, Speech Pathology, and specialty clinics such as Amputee, Brace, Pain Management, and Wheelchair Seating and Power Mobility.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education and Experience: A master's degree, or its equivalent, in speech-language pathology, communication disorders or a directly related field from an accredited college or university and one year of creditable experience (see paragraph 2.g.). OR; A doctoral degree in speech-language pathology, communication disorders and sciences or a related field, from an accredited college or university.
Licensure: Individuals must hold a full, current and unrestricted license in a U.S. state, territory, commonwealth or the District of Columbia.
English Language Proficiency: SLP candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ? 7403(f).
Grade Determinations: Supervisory Speech-Language Pathologist, GS-14
Experience: In addition to the basic requirements at the GS-13 level, completion of one year of professional experience comparable to the next lower level (Skill in applying budgetary, regulatory, productivity and quality standards such as those established by the Joint Commission or the Comprehensive Accreditation for Rehabilitation Facilities to guide provision of clinical services effectively; Skill in communicating service achievements, resource requirements and short and long-term plans to facility leadership; Ability to manage a diverse clinical staff in a service-level department or equivalent organization structure; Ability to align resources to achieve program goals.).
Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience requirements, the candidate must demonstrate all of the following KSAs:
Skill to translate management goals and objectives into efficient service operations.
Skill in providing clinical and administrative oversight of service operations within complex facilities and/or multiple sites.
Skill in conflict resolution to facilitate positive working relationships between employees, team leaders and management.
Ability to effectively collaborate with local, VISN and national leadership.

The full performance level of this vacancy is GS-14. The actual grade at which an applicant may be selected for this vacancy is GS-14.
Physical Requirements: The work is primarily sedentary but requires some walking and in times of staff shortages or absences, assisting with direct patient care activities. Work is performed in an office and/or clinic setting within a medical center environment; however, travel may be required to visit CBOC facilities and attend conferences. Telework is available via an ad hoc agreement, i.e., inclement weather or other facility emergency.
