The position is located in Engineering Service within the Office of the Assistant Director, South Texas Veterans Health Care System (STVHCS) in San Antonio, Texas.

Duties

MAJOR DUTIES: The system has an active ambulatory care program with satellite clinics in San Antonio (3 clinics) and Victoria. Seven contract community based clinics are in San Antonio, New Braunfels, Beeville and Seguin. The system dedicates over 35,000 SF to medical research, and there are more than 150 research investigators conducting over 600 research projects in areas such as aging, renal disease, diabetes, HIV/AIDS, cardiac surgery and cancer treatment and therapy. Performs first aid procedures, cardiopulmonary resuscitation, and maintains annual recertification. Completes VA-provided certification for first aid procedures and cardiopulmonary resuscitation. Loads and unloads wheelchairs, stretchers and ambulatory patients. Supplies and equipment are loaded in accordance with state and/or federal guidelines using carts, dollies, forklifts and pallet jacks. Makes necessary emergency minor repairs. Instructs and gives guidance to operators of government vehicles on their responsibilities as an operator. Transmits and receives information via cellular telephone. Determines the appropriate size and type of vehicle to meet the needs of patient and hospital support. Performs Safety Inspection of Government vehicles, transportation office and storage area. Performs Driver Training and Road Test Examinations. May be assigned to make out-of-town trips several hundred miles long. Performs other related duties as assigned. Work Schedule: Monday through Friday; 8:00 a.m.-4:30 p.m. Recruitment & Relocation Incentives: Not authorized DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factor for this position is: Must possess an active/current Class B and/or Class A Commercial Driver's License (CDL) with Air Brakes and Passenger endorsements (must obtain Passenger endorsement within 90 days of hire). AND SCREEN-OUT: You must possess the ability to perform the duties of the Motor Vehicle Operator without more than normal supervision. (Screen Out Element) This experience includes: possessing the ability to drive and maintain government vehicles including passenger cars, patient transport vehicles, wheelchair vans and trucks up to 5 ton trucks; operating motor vehicles in a hospital or medical setting transporting patients, employees, lab specimens and other sensitive items and materials safely between various destinations; operating special purpose equipment such as lift gates, wheelchair lifts, winches, cargo securing devices; safely uses wheelchair and gurney loading ramps/equipment to load and unload patients; completing vehicle daily maintenance checks including fuel, oil, water, automatic transmissions, instruments, horn, brakes and check for any leaks. (This experience must be documented on your resume) PHYSICAL EFFORT AND WORK CONDITIONS: Incumbent is required to do a lot of walking, stooping, standing, sitting, pushing, pulling, and carrying. Must be capable of lifting over fifty (50) pounds safely. Work is performed in all kinds of weather. Most of the driving is accomplished off station. The incumbent is exposed to hazards of traffic and road conditions. Incumbent is also exposed to transporting mentally ill and possibly violent patients. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications.
