The primary purpose of this position is to provide professional social work services for the Family Advocacy Program. The Family Advocacy Intervention Specialist subject matter expert will design, develop, coordinate, and implement prevention services, providing consultation to installation leadership, crisis intervention, risk assessments, case management, and administrative tasks.

Duties

Designs, develops, coordinates, and implements the secondary prevention component of FAP. Responsible for case management activities occurring from initial referral and counseling, through case closure, or transfer. Provides professional advisory services and training to other health care professionals, installation personnel, and community agencies concerning secondary prevention programs; and serves as community liaison with military and civilian agencies. Risk and Clinical Assessment Crisis Intervention.

• At a minimum, qualification requirements stipulated by the US Office of Personnel Management (OPM) for the 0185 occupational series must be met.
• Must possess and maintain current certification in Basic Life Support (BLS).
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• This position has been identified as having regular contact with children. IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. A FBI fingerprint and State Criminal History Repository Check will be completed on the selectee.

• Selective Placement Factors: Must have the following minimum qualifications IAW DOD directive:
• a) Must possess a current unrestricted license to practice clinical social work (LCSW) independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands.
• b) Practice will require clinical privileges at the host MTF. Must maintain independent active clinical privileges for the duration of employment. Must sustain current competency to practice at the independent level.
• c) Must have practiced as an independent licensed clinical social worker within past two years.
• d) Government civilian providers must meet all applicable credentialing requirements IAW military treatment facility guidelines and be fully qualified to perform within the scope of their practice.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Social Work Series 0185 +IOR BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing psychosocial diagnosis and assessment; treatment for condition(s) through social case work and individual, group, family, or marital therapy; Select, administer, and interpret instruments to support diagnosis and assessment of patients; Provide consultation to installation leadership and medical professionals for clinical intervention requirements and psychosocial aspects of at-risk families; use advanced concepts, principles, procedures, practices, professional knowledge, and sound judgment executing the clinical social work component. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of social work practices, principles, and theories to carry full professional responsibility for cases involving a wide range of psychosocial and environmental problems. Knowledge in the organization, management, and administration of child and family welfare services to participate in program planning and in the development and maintenance of public understanding and sound working relationships with local agencies and community agencies. Knowledge of a wide array of problems and disorders of children and families, and the varied resources needed to treat them. Ability to evaluate and determine best application of multiple complex helping systems, various professions, and organizations; how they affect child and family welfare; and the multiple uses of such systems, professions, and organizations to deliver services. Ability to directly apply professional diagnostic skills to individuals and families. Ability to assess, intervene, and provide therapeutic intervention. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
