Supply Systems Analyst (Supply Chain Commodity Analyst) work in the Logistics Office for the Veterans Integrated Service Network VlSN 8 and serves as a member in assisting with opportunities to obtain, share, and maximize resources, including staff, funding, multiply-Veterans Affairs Medical Center's contracts, communication, and training in the application of managing health care.

Duties

Major duties include, but are not limited to: Provides oversight, guidance, program management, leadership in operations and planning activities, and all VISN facilities' commodity standardization programs, including standardization of business processes, performance measurement/management, quality assurance/compliance, and reporting within the VISN. Accountable to the VCSCO through the VDSCO for clinical and non-clinical commodity standardization and related quality and performance management activities and will ensure compliance with applicable regulations, directives, and standard operating procedures. Coordinates communication within the business, strategic sourcing, and commodity standardization communities (within the network, between networks, and between networks and VA/VHA). Develops the commodity standardization program objectives, measures, and business strategies through coordination with program leaders across the VISN and with VACO and VHACO program officials to support VISN objectives and strategic plans. Leads in the standardization of recurring-use supplies within the VISN; Coordinates commodity standardization strategies with facilities within their network, other VISNs, the NAC, Strategic Acquisition Center (SAC), Veterans Affairs Office of Acquistion, Logistics, and Construction (VA OA&LC), and Veterans Health Administration Procurement and Logistics Office (VHA P&LO). Supports in the development of acquisition strategies to include requirements determination, concept development, conduct market research, analysis of alternatives, business case development, provide technical evaluation, surveillance, final evaluation reports. Engages customers regularly and coordinates commodity standardization efforts; Keeping local/national vendors and suppliers informed of VHA commodity standardization programs and business opportunities. Compares supply utilization and expense information to support commodity standardization at facilities within the VISN Work Schedule: Monday-Friday 8:00am- 4:30pm Compressed/Flexible: Available Telework: Eligible;VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Planning, directing and managing the activities of the section to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services. Overseeing the inventory management, control and distribution of expendable inventory, ensuring maximum effectiveness in the management of inventories. Utilizes AEMS/MERS, GIP and Maximo. Advises others on technical issues. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying light items, such as papers, books, or small parts, or driving an automobile. Long hours, excessive travel, and quick turn-around may require some physical exertion. However, generally, no special physical demands are required to perform the work.
