This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Program Coordinator Duties: Directs the day-to-day clinical and administrative activities of the Suicide Prevention team. Oversees use of time by all Suicide Prevention staff and coordinates their assignments and work duties. Directs the day-to-day activities of the Suicide Prevention Case Managers and Suicide Prevention Team data manager. Clinically supervises consultation of SPCM with providers of all disciplines throughout the hospital. Is responsible for monitoring all elements of the program, including High Risk Flags in EHR, Veteran Crisis Line response times and documentation, REACH VET outreach completion, and others. Monitors program operations and outcomes, making changes to clinical interventions, documentation of care, program materials, teamwork assignments, schedules, outreach activities, and other program elements in order to maintain outcomes of the highest quality. Monitors daily operations of the program and makes adjustments as needed to meet program requirements. For example, incumbent is responsible to see that staff from all clinical areas complete timely suicide behavior reports and incorporate an enhanced package of medical and mental health care for Veterans found to be at high risk for suicide. The program is one of only two BHS programs with an independent budget. Responsible for purchase and distribution of program clinical guidelines, brochures, promotional materials, and other supplies. Through community outreach activities and Veteran stand down events, incumbent is responsible for dissemination of these materials to community partners and Veterans throughout the VAMC's catchment area. Modify policies, processes, and operations used by the Suicide Prevention Program to achieve program goals. Incumbent has individual ownership of 2 facility numbered memoranda: NM 116-01-XX and NM 116-09-XX. Responsible for updating these policies, drafting revisions as called for by VHA Program Office update, submitting them for 10-day review, and assuring that facility staff at all levels receive training in implementation of policies. Reporting on policy compliance to facility and VHA program leadership. Subject matter expert in the prevention and management of suicide risk, which is a focused area of assessment and intervention within the mental health community. Is responsible for the training of all facility clinicians, including primary care PACT providers, specialty care teams, and mental health clinicians of all disciplines, and front-line staff in the recognition and management of suicide risk. Train community agency partners in VA best practices in suicide prevention and is accountable to VHA program staff quarterly for the provision of this training. Collects, analyzes, interprets, collates, and presents data on SP program operations and outcomes to Service Chief, to facility leadership, and directly to the National VHA Program Office. Responsible for researching and immediately drafting Issue Briefs upon learning of Veteran suicide. Prepares and presents data on suicide attempts and completions through VA Suicide Prevention Action Network. Tracks all suicide attempts and patients with serious suicide ideation through the use of the Suicide Behavior and Overdose Report or similar self-injurious behavior tracking device. Implement the use of the device and be made aware of all suicide attempts, and of all patients with serious self-injurious ideation. Works with the VISN SPC Committee and other VA facilities to assure that options are available for the treatment of Veterans at risk for suicide or self-injurious behavior, and that mechanisms exist for assuring that these resources can be accessed without delay at any time. Critically analyzes researched-based literature, shares information with interdisciplinary team, applying concepts to improve/change practice at area/unit and/or program level(s). Provides staff and patient education during Suicide Awareness Week. Educational activities may include displays and exhibits regarding suicide prevention. Maintains regular contact with staff at Canandaigua Center of Excellence who will provide training, education, mentoring, and technical assistance and participate in quality management reviews. Oversees SPAN database, data entry. Manages REACH VET program database, facilitation, tracking, dissemination of information, and provider education. Manages program resources to facilitate safe, effective and efficient care. Effectively manages program/service resources to increase efficiency, cost effectiveness and maintain a safe environment. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program.
