The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Supervise day-to-day operations of the NIC Business Office across multiple domains to include Human Resources, Contracting, Budget and Finance, Logistics, Access Management, and Physical Security.
Develop near/mid/long term strategy documents that provide guidance to needs/requirements and resource/investment planning and programming staff elements and activities.
Assist the Vice Chair of Operations in oversight and management of organizational action process, standard operating procedures and processes, file maintenance and record-keeping, and morale, welfare, and recreation activities.
Assist the Vice Chair of Operations in leading, managing, and overseeing personnel, training, budget, contract administration policies and procedures, as well as, information technology, facilities, equipment, and logistics to foster successful achievement of the organization's mission.
Assist the Vice Chair of Operations in leading, managing, and overseeing programmatic initiatives and the daily operations of the organization and collaborate with office leadership to ensure strategic alignment with the mission, goals, and objectives of the ODNI.
Assist the Vice Chair of Operations in leading, managing, and overseeing personnel, training, budget, contract administration policies and procedures, as well as, information technology, facilities, equipment, and logistics to foster successful achievement of the organization's mission.
Serve as a Contracting Officer Technical Representative (COTR).Help facilitate human resources planning and personnel actions and work closely with ODNI/Human Resources (HR) to plan, implement, and monitor actions and new HR initiatives.
Serve as a conduit for managing and coordinating tasking responses, work activities, assignments, and projects internal to the organization, within the ODNI, and across the IC, ensuring the effective completion of initiatives and requirements.
Help to manage corporate communications ensuring workforce awareness of IC, ODNI, and organizational programs, initiatives, requirements, training, and other opportunities; facilitate two-way communications between workforce and leadership.
Liaise and maintain effective working relationships with other ODNI COTRs, Business Managers, ODNI components, and within the organization to address issues that span multiple mission or program areas.
Supervise and execute internal business management processes for the organization; ensure management and staff are kept abreast of emerging developments.
Plan, prepare, justification, administration, analysis, forecasting, and monitoring of budget/financial information to ensure cost-effective support of Intelligence Community (IC) organizations and programs; oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems.Plan and facilitate development of strategic guidance for IC programs and activities.
Qualifications
Mandatory Requirements:
Extensive strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity.
Demonstrated organizational, managerial, and leadership skills and ability to manage competing priorities while maintaining a high level of attention to detail; superior ability to work effectively with ODNI's leaders in a highly active, fast-paced, and demanding organization.
Demonstrated ability to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across the IC.Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; demonstrated ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches.
Desired Requirements:
Extensive knowledge and experience with resource planning, budget forecasting, and execution.Extensive knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles.
Demonstrated ability to plan, organize, schedule, and prioritize the organizational staff work load.
COTR Level I Certification.
Bachelor's degree or equivalent experience as determined by mission specialty area.
