Duties

Responsible for the development of advances in the state-of-the-art and creation of new or substantially improved end items in the form of equipment, systems, materials, processes, procedures and techniques. Plans and carries out assignments for complete projects that entail a variety of complicating and interacting factors, relationships with other engineering specializations and in consideration of the complete development cycle. Identifies the scope and extent of the investigation, analysis, and design, and defines the specific engineering requirements and design criteria. The work frequently involves development of engineering concepts for which limited applied research and exploration has been previously accomplished. Conducts studies on the feasibility of developing new products and/or theories pertaining to new applications of existing products. Applies a wide range of engineering and scientific principles and theories to project performance and operating characteristics. As an authority in the subject matter area, represents the organization or agency in high-level conferences and meetings in explaining and interpreting policies and requirement, and in negotiating important issues. Coordinates with other recognized technical specialists and representatives from other government agencies and industry involved in the assignment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Top Secret with SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
  • A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
  • Must be a U.S. Citizen
  • Practitioner Career Level II Certification must be met within 60 months in Engineering and Technical Management .

Qualifications

About the Position: As the Army's primary integrator of C5ISR technologies and systems, the U.S. Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center conducts Research and Development, or R&D, across a wide variety of capability areas that support all of the Army's Modernization priorities. These include cyberspace operations, electronic warfare, intelligence, data analysis and fusion, tactical network design, wireless communications, radar, sensors, electro-optics, mission command applications, autonomy and machine learning, power and energy, modeling and simulation, counter-IED, minefield detection/defeat and assured positioning, navigation and timing. It is through employment of a dedicated and superior workforce, world class facilities and global partnerships that the C5ISR Center delivers needed capabilities to our Warfighters. This position is falls within the Research & Technology Integration (RTI) Directorate, Solider & Platform Mission Equipment Portfolio, Position, Navigation & Timing (PNT) Division, Navigation Warfare (NAVWAR) Branch. Workforce Flexibilities for the Science & Technology Reinvention Laboratories (STRL) waives the requirements of Title 5 CFR 330.104 allowing for the utilization of one subject matter expert (SME) when considering demonstrated exceptional experience or a combination of experience and education in lieu of a candidate's meeting the Office Personnel Management (OPM) individual occupational qualification requirements for science, technology, engineering and mathematics (STEM) positions. When considering the qualifications of a candidate who does not exactly meet the educational requirements for a particular series, one SME may conduct a comprehensive evaluation of an applicant's entire background, with full consideration given to both education and experience. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement for Engineering Series -0850 Electrical Engineer, 0854 Computer Engineer, 0855 Electronic Engineer,: A. Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); "OR" (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (El), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Ri co. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Computer Scientist 1550 series: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-02 pay band (GS-11 equivalent or higher) in the Federal Service that includes 1) Providing technical engineering guidance to customers, subordinates, or peers; 2) Experience planning/directing programs or projects; 3) analyzing engineering/scientific data for use in program/project improvement and/or troubleshooting; and 4) Technical design and development and/or technical support to customers in the positioning, navigation and timing (PNT) or radio frequency (RF) communications domains (examples include but are not inclusive: design, development, integration, characterization and testing of antennas, sensors, software, and/or systems, and/or generating customer project proposals, scheduling, executing, and providing oversight to rendering of services such as system/sensor design, development, analysis, testing and reporting.
