Duties

The Natural Resource Specialist directly assists with interagency coordination within the resource area, shares information with partners and stakeholder's, locates and obtains needed scarce resources, participates in planning efforts within the context of watersheds, manages the National Environmental Policy Act (NEPA) process and collaborates on resource management issues that affect Reclamation lands and waters. Coordinates the development, design and implementation of annual work plans and projects to protect, manage, and restore land and water resources, and provide for visitor health, safety, and enjoyment. Supports new initiatives by gathering information on emerging best science; assessing roles, capability, and resource needs to complete projects; exchanging information between partners; developing policy and program direction; identifying potential participants among constituencies to assist with resource planning; and seeking opportunities for improving land and water management principles and practices through the application of adaptive management techniques. Reviews, evaluates, and makes recommendations on concessionaire operational plans and proposals for recreation development within the concession area which may involve changes in land use policies, new construction, major maintenance projects and tenant site improvements. Reviews proposed building sites to insure there are no conflicts with accepted planning precepts; identifies possible recreational and/or resource damaging activities. Develops and submits recommendations for appropriate actions to mitigate problems and to enhance environmental protection. Reviews and analyzes rate requests, conducts rate comparability studies and prepares recommendations for approval. Initiates resolutions to concessionaire conflicts, ensures concession compliance with contract specifications through a regular inspection program.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC REQUIREMENT for Natural Resources Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major as as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience which includes but not limited to: Planning, developing and evaluating project proposals for land management, water delivery and water management; Evaluate impacts to land use policies, and ensures compliance with environmental laws and regulations. manages the National Environmental Policy Act (NEPA) process and collaborates on resource management issues that affect Reclamation lands and waters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 08/29/2023.

Education

This position does not allow substituting education for experience.
