This Visitor Use Management Technician GS-06 position is located at Zion National Park in Springdale, Utah. The incumbent will serve in a Lead capacity, working on an important pilot program to manage visitor use and experience on Angels Landing, a highly visited and remote trail area within Zion National Park. This is a TERM position, open to the first 75 applicants or until 08/28/23, whichever comes first.

Duties

This is a TERM position with an initial appointment of 13 months that may be extended up to a total of three (3) years, without further competition. Term positions do not convey permanent status in the Federal service. The selected individuals will serve in a Lead role, working on an important pilot program to manage visitor use and experience on Angels Landing, a highly visited and remote trail area within Zion National Park. Perform permit compliance checks, visitor contacts, and monitoring in a remote field-based location. Strong hiking and backpacking skills are necessary to reach remote field location where work is to be completed, and can only be reached by foot, requiring individuals to hike steep and uneven terrain with an elevation gain of 2,000 feet within 2 miles while carrying weight up to 45 lbs. Standing and walking for long periods of time while conducting a high volume of visitor transactions. Frequent bending, lifting of heavy items and some sedentary work is required. Assist in field level implementation of a pilot program for day-use permits on Angels Landing trail by checking permits at potentially remote field based visitor contact station. Provide leadership and guidance by training, mentoring, and coaching staff, volunteers, and/or interns in accordance with established procedures and practices. Lead three or more full-time employees, interns, and/or volunteers on a regular and recurring basis. Initiate resource-related conversations with park visitors to encourage compliance with regulations to promote both resource protection and visitor safety. Assist supervisor and leadership by closely monitoring, collecting, and reporting gathered data with high degree of accuracy. Physical Demands: The work includes both indoor and outdoor work. While indoor work is usually not strenuous, outdoor work regularly involves extensive hiking, often over rough surfaces or steep inclines carry backpacks, tools, rescue equipment, or other loads. At times backpacks and rescue loads can weigh more than 50 pounds and be carried over very long distances. These duties are performed often in isolated outdoor environments while exposed to severe weather conditions. Work Environment: Outdoor requires extended periods of outdoor activity where the incumbent will be exposed to severe weather conditions including temperatures will below freezing to an excess of 100 degrees Fahrenheit. Field patrols involve hiking with heavy loads on steep, uneven, slipper, or extreme hot or cold weather situations with tremendous height exposures where risk might be understood and mitigated with careful planning and appropriate equipment. Adherence to specific safety procedures and other precautions are required. Bad weather, insects, or discomforts, and the hazards of rough terrain are common. The indoor work environment is temperate. Work performed both at the visitor contact stations and in the field can be busy and can be a stressful environment.

Qualifications

All qualifications must be met by the closing date of this announcement-08/28/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (in month/year format), AND the resume must reflect full and/or part-time OR total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). To qualify for this position at the GS-06 grade level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-05 level in the Federal service or equivalent. Examples of specialized experience include: Providing information or assistance to the public in a business, recreation, or outdoor setting; Compiling and analyzing information to prepare reports; Experience using software programs such as word processing, spreadsheet, or database systems (e.g., Excel, Access, Word, or similar); Working in a public facing office while providing customer service and office support work; Instructing groups of people or individuals. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level of this announcement.
