This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties include, but are not limited to: Program Management: 1) Assists in managing the service, commensurate with the adequacy of the basic resource requirements, to assure prompt and effective response to patient and medical staff needs. 2) Develops coordinates, supervises, evaluates, and assumes primary responsibility for all pharmacy operations and programs to maintain a superior quality of services offered by pharmacy personnel. 3) Responsible for monitoring, development, and evaluation of the activities of the Clinical Pharmacist staff. This includes setting the agenda for the programmatic goals of the operations section and delegating responsibility to the staff for achievement of those goals. 4) Monitors drug prescribing and prescription processing for compliance with the formulary, with respect to cost-effective management of the use of available therapeutic agents and to make recommendations for system-wide interventions when deemed necessary to assure optimal use of drug resources and cost saving initiatives. 5) Develops, participates in, coordinates, and evaluates drug utilization reviews, quality assurance audits, and other audits to assure TJC and other regulatory agencies approve patient care by providing feedback to others, monitoring drug usage, and reviewing pharmacy services. 6) Adheres to all medical center and department policies and regulations. 7) Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. Acts as necessary to report and address any violations of policies or regulations. 8) Assists in managing the service, commensurate with the adequacy of the basic resource requirements, to assure prompt and effective response to patient and medical staff needs. 9) Provides and interprets pharmacy data submitted for PT&N Committee and other reviews for the purpose of evaluating the quality of patient care. Administrative Supervision: 1) Assists in ensuring compliance with American Hospital Association, American Society of Health-Systems Pharmacist, and JC accreditation standards, federal laws and agency requirements governing the control, security and distribution of all medications prescribed for patient use. 2) Assist in responsibility that ensure all personnel actions i.e., selections for promotions, awards, reassignments, training, etc. are free from discrimination based upon race, age, color, sex, religion, national origin, or other non-merit factors. Interviews employee candidates, recommends appointments, advancements or promotions and initiates effective disciplinary actions, if appropriate. 3) Effectively maintains resource accountability, and objectively allocates resources bases on most effective use and quality patient care. 4) Encourages staff to participate in the development of goals and objectives and in their inclusion in the operational actions. Effectively defines problems and seeks workable solutions to problems using System Redesign or Plan-Do-Check-Act methods, and effectively utilizes external reviews to improve facilities and services. Interprets policy, procedures, and philosophy for pharmacy and medical center staff. 5) Assist in responsibility for budget management, preparing in-depth budget plans with analysis and projections. Assist with judicious expenditure of funds by actively monitoring medications costs, usages as to volume and pattern and sources of purchases. Assist in initiating and interpreting reviews and reports of various clinical and administrative segments of management to affect cost control. Education: 1) Plans, develops, implements, coordinates, and evaluates regular formal and informal pharmacy training and education of pharmacy operations staff. 2) Monitors the annual pharmacy continuing education portfolio of all subordinate staff. In conjunction with personal interests and departmental needs, recommends areas for concentrated study. 3) Participates in self-development activities to maintain and increase professional competence. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education at https://www.acpe-accredit.org/ (TRANSCRIPT REQUIRED) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). (TRANSCRIPT REQUIRED) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. (COPY OF LICENSE REQUIRED) NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ? 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13: Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level, OR completion of an accredited VA PGY-1 or PGY-2 program, OR are on track to complete an accredited VA PGY-1 or PGY-2 program by the time of hire/appointment. Knowledge, Skills, and Abilities (KSAs). In addition to the basic requirements and experience, pharmacist assigned to this position must also demonstrate the following knowledge, skills and abilities: a. Ability to negotiate to influence clinical and management decisions. b. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. c. Skill in utilizing regulatory and quality standards to develop and implement operational programs. d. Skill in managing multiple and diverse people or programs. e. Skill in utilizing available resources to support the mission and goals of the organization. f. Ability to plan, organize, and direct the functions of the pharmacy staff. Preferred Experience: Candidates for the Assistant Chief of Pharmacy, Operations position should possess the KSAs outlined above with specific experience in providing leadership, direction, organization, planning, and implementation of pharmacy programs consistent with the goals of the organization to promote cost-effective utilization of resources and quality pharmacy services. This includes experience with all VA, The Joint Commission (TJC), Drug Enforcement Agency (DEA), and other regulatory agency requirements for prescribing, monitoring, dispensing, and purchasing of medications.
