The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

Collect, research, and analyze comprehensive and substantive financial information that includes any area of budgeting and financial planning to develop reports and talking points for senior ODNI leadership in preparation for briefings to Congressional oversight committees and the Office of Management and Budget (OMB). Actively engages with the ODNI IC CFO, ODNI CFO, and ODNI RC&E to ensure consistency in budget programming especially during the CIG and SIG planning cycles. Develops recommendations to unexpected tasking from the IC CIO and IC CFO in response to questions from OMB and Congressional oversight committees (e.g., SSCI, HPSCI, SAC-D, and HAC-D). Lead project teams to ensure projects are completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings. Serve as a role model to hold peers, teams, and third parties accountable to execute on agreed-upon project decisions and commitments; practice high performing team behaviors at all times. Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services. Plan, research, and identify key intelligence program and budget issues, evaluate program alternatives, and provide structured recommendations in accordance with the organizational policies, procedures, and viewpoints. Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management. Advise the DNI by providing alternative approaches and strategies for IC programs, requirements, and budgets to establish priority objectives, address projected threats, estimate costs, risk and tradeoffs, and identify/minimize resource constraints.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Expert analytic and critical thinking skills, including the ability to conduct financial assessments, identify needs and requirements, and develop process improvement recommendations for implementation. Expert ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Expert ability to perform thorough work and possess a keen eye for detail. Expert ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Expert ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues. Superior written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide audience, including the ability to write policy or analytic products for the senior U.S. Government officials and the IC workforce. Superior ability to build and sustain professional networks and collaborate with both management and staff to continuously improve community relationships, products, and services. Expert ability to plan, execute and report on all aspects of complex, multi-million-dollar budgets. Expert knowledge of and experience with National Intelligence Program (NIP) and Military Intelligence Program (MIP) budget formulation programming and budget execution. Superior ability to provide leadership, oversight, and guidance to the effective management of complex projects; superior ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive project plans; superior ability to estimate costs and other resources using quantitative analysis to project requirements. 1yr.+ experience working with IC agencies, ODNI IC CFO, ODNI CFO, ODNI RC&E, OMB, and Congressional oversight committees in regard to budget programming. Desired Requirements: Ability to manage competing priorities while maintaining a high level of attention to detail. Ability to work effectively with ODNI' leaders in a highly active, fast-paced, and demanding organization. Interpersonal, organizational, and problem-solving skills, including the ability to develop working relationships and networks with internal and external managers and staff.
